    The Director of Office of Planning and Policy Analysis is responsible for coordinating national rail strategy, including national planning and sustainability activities; leading network route, business and capital planning, including development of tools for regional and state planners; and analyzing passenger and freight industry performance and outlook in support of policy and investment decisions.

    The Director is responsible for the development and sustainment of a framework for regional, state and local planning and develops performance standards for program and network development across the national network; integrates strategies and performance results across programs to ensure consistency and to inform national strategy. The Director supports the development of legislative, budget and program proposals related to rail develop and policy implementation.

    Additionally, the Director, Office of Planning and Policy Analysis

    ▪ Coordinates with other modal administrations, and the Department of Transportation, to identify strategic opportunities for leveraging Federal transportation investments. Serves as a consultant to FRA leadership in developing strategic alliances throughout the Department to increase the availability of freight and passenger rail as part of a larger surface transportation network.

    ▪ Provides support to the agency in the analysis of environmental and energy initiatives. Supports the execution of Executive Orders on Sustainability and Global Climate Change. Assesses legislation and initiatives that have potential impacts on the rail industry and programs. Provides expert knowledge, advice and support to the Chief Sustainability Officer.

    ▪ Establishes criteria and assesses benefits and costs of rail investments. Understands, analyzes and includes ridership/revenue forecasts, public benefits, and operating costs in those assessments. Assesses cost allocation approaches and makes recommendations to leadership based on
    that assessment. Provides guidance to regional and state planners related to cost benefit analysis and investment priority.

    ▪ Provides analytical and administrative support to DOT and FRA executive members to support participation on oversight Boards and other leadership councils associated with the rail industry, government/regional oversight, and infrastructure; e.g., the Amtrak Board, Moynihan Station Development Corporation, Union Station (DC), NEC Commission, etc.
