Gulf Islands National Seashore(GUIS)! From Mississippi to Florida, the seashore abounds with sparkling blue waters, beautiful sugar white beaches, historic forts, wildlife, and coastal marshes.   The Seashore is home to the nests of four species of sea turtles, over 300 species of birds, and you can spot bottlenose dolphins from the beaches.  The largest of the National Seashores, GUIS includes 12 separate units stretching eastward 160 miles from Cat Island, Mississippi to the eastern tip of Santa Rosa Island, Florida.  The climate is sunny and warm most of the year. DUTIES:

Serves as the Revenue and Fee Business Manager for Gulf Islnads National Seashore (GUIS).  Provides leadership and technical advice to park management on matters concenring collection of non-appropriated recrectional and non-commercial revenues.  Manages a park-wide revenue and fee program including pavilion rental program.  Provides leadership and technical advice to park management on matters concerning collection of all non-appropriated recreational and non-commercial revenues (e.g., entrance fees, user fees including campground, and commercial tours including boats, trains) not regulated under concession laws, regulations and policy.  Directs audit program for all fee collection activities including project expenditures, cost of collection expenditures, deposits and accountable stock ensuring compliance with RM22A and Treasury guidelines.  Directs and updates park directives in accordance with RM22A.  Develops operating plans and procedures for park-wide revenue and fee program and the ferry boat transportation program.  Ensures that staff is knowledgeable of program guidelines.  Ensures appropriate accountability for remittance and deposits.  Ensures procedures comply with policy and legislation

 


QUALIFICATIONS REQUIRED:

Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and that is typically in or related to the work of the position to be filled. Specialized experience includes:  Knowledge of business and management practices, characteristics and methods managing a revenue and fee program.  Knowledge of sound financial management principles and skill to apply those principles to a revune and fee operation.  Must possess a thorough knowledge of fee operations within the National Park Service.

 

GS-09 level: Posses one year of specialized experience equivalent to at least the GS-7 grade level and related to the duties of this position.  Specialized experience includes administering a comprehensive revenue and fee management program (with automated fee machines, POC sales, internet sales); using revenue and fee collection regulations, guidelines, and procedures (including fee legislation, remittances, audits/accountability, conducting fee comparability studies, planning, etc.).

 

OR  2 full academic years of progressively higher level graduate education leading to Master's degree OR equivalent graduate degree OR LL.B. or J.D., if related to this position.   

 

GS-11 level:  Possess one year of specialized experience equivalent to at least the GS-9 level and related to the duties of this position.

 

OR 3 full years of progressively higher level graduate education leading to Master's degree OR Ph.D. or doctoral degree OR LL.M, if related to this position.   

 

OR a combination of specialized experience and education. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for this position.

You must meet time-in grade restrictions and qualification requirements by the closing date of this announcement.

 

You may be required to operate a government (or private) motor vehicle as part of your official duties.  Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued drivers license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle.  You will also submit a photocopy of your valid State issued drivers license prior to your first official motor vehicle operation and again every year or more frequently if management determines such need exists.  Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities) and at your own expense, all certified driving records from all States that discloses all valid drivers licenses, whether current or past, possessed by you.
