76% or greater - This position requires travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
The successful selectee will perform the following duties:Evaluate price or cost data for pre-award procurement activities to ensure cost-effective source selection.
Conduct research (e.g., gather facts, determine remedies, initiate remedial actions) to resolve contract performance problems.
Plan and establish work schedules, deadlines, and performance standards for acceptable work products for department employees.
Evaluate price, terms, and conditions as well as preparation of price negotiation memorandums pursuant to limitations and scope of basic contracts or agreements.
Prepare contracting documents (e.g., solicitation documents and justifications, acquisition plans, source selection plans, final contract specifications, recommendations for pre-award and post-award reasons for decisions) to justify contractual costs or negotiation decisions.
Assess contracts to negotiate delivery schedules, price adjustments, payment terms and other modifications to the original contract terms and conditions.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Directing contract management and oversight for all acquisition strategies, plans, procedures, and contracts from development through final closeout; 2) Providing expert consultation services to Management concerning acquisition planning, development, and progress; 3) Overseeing base operating support construction cost reimbursement; 4) Developing local policies and procedures for a wide range of contracting actions; and 5) Supervising and administrating field offices. Work required overnight travel away from the normal duty station. PHYSICAL DEMANDS:
The work requires some physical exertion, such as walking over rough, uneven, or rocky surfaces of the type found at construction sites or other outdoor facilities which the contract specialist must visit for regular periods of time, i.e., four hours or longer without rest periods, and occasionally late in the evening. Some agility is required in walking around or over building materials, excavation sites, and heavy equipment. Conducting intensive negotiation and carrying files, documents, plans, and specifications requires specific, but common physical characteristics and abilities such as above average resistance to fatigue.

Work Environment: Camp Lemonnier, Djibouti, Africa is located in a harsh environmental setting with adverse weather conditions for many months of the year (excessive heat, humidity, and rain) and working in areas populated by poisonous snakes, plants, and/or insects, and contagious diseases and poor air quality, chemical handling areas, and damp and unheated spaces. The work may require extensive work shifts of 12-16 hours a day and more than a 5 day workweek. Generally, indoor work location has power, water, heating and air conditioning, although outages should be expected. The incumbent will be required to live on the camp, where living quarters are a container living unit (CLU), which may be very cramped with the requirement to share bathroom facilities. Initial living quarters may be a tent. Fatigue may occur from long work hours and uncomfortable living conditions.
The position may be required to provide immediate contingency support requiring a physical and immunizations deemed necessary for the environment in which this support is provided.
Incumbent is entitled to 25% Post Differential pay.
