The primary purpose of this position is to provide Lead Acquisitions and Vendor Management support in the Chief Operating Officer (COO), Human Capital Directorate (HCD), Talent Services and Systems (TSS) Division, Human Capital Business Management Section (HCBMS) at the Library of Congress (LOC). HCBMS provides operations support to HCD including finance and budgeting, procurement, facility support, security and safety, records management, personnel services, and administrative services. The incumbent leads a diverse team that focuses on the management of vendor contracts and procurement, related to the planning, development, and delivery of goods and services, of low to moderate complexity and risk and where selection involves trade-offs among non-price factors. The incumbent is responsible for all purchasing and procurement tasks within HCD including training, purchase card procurements, interagency agreements, office supplies, and paper. Responsible for leading activities in assisting in space management, facilities, security and safety, and records management as well as administrative tasks to support HCD operations. The incumbent interacts with HCD management, internal and external stakeholders, business and systems analysts, IT specialists, contractors, and others to ensure delivery of contracted services within scope, time, and cost constraints.
Assists TSS Chief in in working with COO FSD on all aspects of the formulation, presentation, and execution of the HCD annual budget. Routinely utilize salary, grade, service history and other personally identifiable information available for HCD management in the course of creating budget-flexible strategies, early-retirement scenarios, detail of organizational restructuring implementations and the associated shuffling of full-time-equivalent (FTE) slots, and other sensitive and highly confidential budget and staffing plans.
Serves as a Team Leader. Communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Identifies, distributes, and balances workload and tasks among employees in accord with established workflow and skill level. Makes adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks. Monitors and reports to the supervisor on the status and progress of work, checking on work in progress and reviewing completed work to ensure instructions on work priorities, methods, deadlines, and quality have been met. Answers questions from team members on procedures, policies, regulations, etc. Prepares reports and maintains records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation, and communication of work-related information. Estimates and reports to the team on progress in meeting established milestones and deadlines for completing assignments, projects, and tasks. Ensures all team members are aware of and participate in planning for achievement of team goals and objectives.
Performs contract administration activities for procurements related to the significant acquisition of goods and services where selection involves the trade-off among non-price factors. Monitoring includes primarily fixed price contracts but may include other contract types, such as, cost-plus-fix-fee, cost-plus-award-fee, with moderate to high dollar values. Monitors vendor service delivery and performance through direct observation, written and verbal communications, and the review of vendor-provided deliverables in accordance with terms and conditions of the contract. Participates in post-award meetings to review contract milestones, responsibilities, and status. Provides appropriate documentation in support of contract modifications or adjustments to the CO.
Prepares and submits required research and analysis reporting (electronically or manually) to HCD management as needed. Using spreadsheet software creates formulas for generating financial reports and projections using differing programmatic options and scenarios, and inputs data. Conducts acquisitions and vendor portfolio reporting and analysis, including preparation of acquisitions and vendor portfolio reports, review of acquisitions and vendor portfolio performance metrics, and formulating acquisitions and vendor portfolio recommendations based on overall acquisitions and vendor portfolio performance. Conducts and coordinates acquisitions and vendor Portfolio Review meetings.
