1. Responsible for the design, preparation of drawings and specifications on construction, maintenance, and repair projects. Plans, develops, coordinates and administers engineering projects which are usually conventional in nature, but may encompass a few components or phases that contain complex features. Ensures proper coordination with safety and security personnel as well as fire marshals. 20%
2. Serves as engineering liaison with design agencies. Oversees the design and recommends approval of initial specifications for engineering projects. Attends design conferences on projects executed by district engineers or other engineering/construction agencies. Proposes alternatives to solve engineering problems when precedence and guidelines are not available. Interprets project instructions, and recommends the most appropriate type of design applicable to minimize necessary revisions.
3. As an engineering consultant on ARNG construction projects, assists the supervisor by providing technical engineering guidance to the Contracting Specialists. Attends pre-design and pre-bid conferences with the supervisor to discuss interpretations of specifications and quality standards with contractors. Reviews plans and estimates prepared by commercial construction agencies for compliance with all federal and state standards and regulations. Answers technical questions regarding policies, procedures and regulations. May also explain technical matters as they pertain to utilization plans, unique specifications, and bid documents. 20%
4. Reviews contractors description of materials and equipment for acceptability. Subsequent to contract award, assists the Supervisor in coordinating construction activities, reviewing contractors cost breakdown, and advising on proposed deviations from contracts. As change orders to contracts are necessary, coordinates approval and availability of funds. Advises Contract and Management Branch of project deviations. Verifies contractor eligibility for partial payments to contractors on completed portions of overall projects. 20%
5. Maintains liaison with National Guard Bureau on matters concerning construction projects. Serves as a consultant to other branch chiefs and the immediate supervisor. Through conferences and informal discussions with the supervisory personnel and key subordinates, ensures that primary engineering functions are carried out, and that effective engineering service is rendered to all ARNG facilities. Establishes work schedules and ensures that respective engineering functions are properly integrated. Determines and recommends budgetary and staffing requirements. 10%
6. When supervisory functions for one or two employees are assigned, plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Balances workload and provides advice, guidance, and direction on a wide range of policy, investigative, inspection/exercise, strategic planning, and administrative issues. Structures assignments to create effective and economical positions. Coordinates with other organization managers and customers as appropriate. Reviews organization mission, functions, and manning. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, training and space to ensure success in meeting goals and objectives. Provides advice to supervisor on significant issues and problems related to work accomplishment. Establishes metrics and utilizes analysis systems to ensure actions are timely and reviewed at critical points. Accepts, amends, or rejects work presented by subordinates. Performs self-assessments and presents detailed and comprehensive reports with any corrective action taken to supervisor. Follows-up to ensure complete and quality resolution of discrepancies. Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. (10%)

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET ;
or
(2) Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics
or
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering

Knowledge to prepare modification/alteration design specifications considering existing structures, utilities, facilities and other considerations of projects that are not readily apparent.
Practical knowledge of engineering methods, techniques, architecture, and historical project data to ensure project requirements are complete.
