The purpose of this position is to provide analysis, validation, processing and correction of financial transactions and issues/problems involving the full range of financial management services and accounting functions. Incumbent uses complete understanding of interrelated systems and processes across multiple functional areas and their interoperability to ensure the validity and accuracy of all disbursements, collections, and adjustments related to financial records.
(1) Performs broad-in-depth financial analysis of interrelated accounting, logistics and computer file systems concerning pay, accounts payable or receivable, and various travel entitlements to resolve especially difficult and sensitive, out-of-balance conditions associated with processing actions within Financial Management systems.
(2) Analyzes particular facts of financial transaction problems/issues, verifies and evaluates data; obtains additional information to reconcile discrepancies or inconsistencies; and, applies pertinent Fiscal Laws, regulations, precedent decisions, and procedures to determine appropriate action for resolution.
(3) Analyzes and resolves tax processing problems based on airmen inquiries or internal control audits/reviews, ranging from Permanent Change of Station (PCS) issues and combat tax exclusion pay to refunds of erroneous tax collection.
(4) Interprets data to identify problems, determines nature of the problem or issue, decides approaches to resolve issues, and recommends solutions for systemic changes to enhance operations.
(5) Incumbent researches, interprets, analyzes, and applies regulations, policies, procedures, and legal decisions to work and/or resolve complex fiscal issues/problems regardless of the technical difficulties encountered.

Primary consideration will be given to current WY ANG military members. If required, additional areas of consideration certificates may be released to hiring managers.

EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses.
Acceptance of a Technician position will terminate these military incentives.
Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive Program (SRIP) and TRICARE Reserve Select (TRS).
Recruitment/Relocation Incentive MAY BE authorized, if eligible. Subject to funding and TAG approval.
PCS is not authorized in lieu of incentives.
Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician.
Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f).
Required to complete Level 1 FM Certification within 24 months of appointment.
Must be able to obtain and maintain the appropriate security clearance of the position.

Area 2: All permanent and indefinite Wyoming Air National Guard (ANG) T32 Dual Status technicians employed within the Wyoming Air National Guard.
Area 4: All current military members of the Wyoming Air National Guard.
Area 6: Current and prior service military members to include the US Air Force, Air Force Reserves, and other states' Air National Guard units. Must be willing/eligible to join the Wyoming Air National Guard as a military member prior to appointment to position.

GENERAL EXPERIENCE:

SPECIALIZED EXPERIENCE:
Must possess at least six months of finance program experiences and understand the basic principles and concepts of the National Guard financial business program requirements and have finance program experiences along with competencies that provided knowledge of financial principles and procedures.

Skilled in determining the appropriate pay, allowances, and entitlements resulting from multiple military and civilian statuses, to include: Title 10 Active Duty; Title 32 IDT, AT, ADT, AGR, and ADOS.
Knowledge of unique and special pay and entitlement situations.
Skilled in the interrelationship of various financial systems applications and the effects of those applications on existing records.
Knowledgeable of Fiscal Law, DoD, AF, ANG, and DFAS regulations, Standard Operating Procedures and policies; and specific financial management regulations including DoD Financial Management Regulation, Joint Federal Travel Regulations/Joint Travel Regulations, Defense Travel Service Manual, Air Force Manual 65-116, Defense Civilian Pay Manual, Air National Guard (ANG) Standard Operating Procedures, policy memorandums, and regarding fiscal accounting procedures and rulings.
