As the Team Lead, reports to the front-line manager on performance, progress and training needs of employees, and on disciplinary problems. Makes recommendations to front-line manager as requested regarding promotions, reassignments, recognition, and personnel needs. Approves or disapproves leave requests for up to two hours.
Resolves simple informal complaints of employees and refers others to the front-line manager. Communicates
assignments, projects, and problems for resolution, to include deadlines and milestones for completion.
Encourages and promotes team building. Maintains business operations with various internal and external customers, departments, organizations, and Lines of Business.
Applies experience and comprehensive knowledge applicable to his/her discipline to plan and conduct functional activities for projects/programs. Areas of leadership include supporting and advising management on the various levels of accounting and financial services supported by the Enterprise Service Center. Lead is responsible for
establishing, implementing and maintaining procedures regarding all aspects of accounting and financial services related to their specific section/branch. Analyze and develop solutions to complex accounting problems and follow up on those actions, which requires the application of accounting standards as well as the utmost level of
professionalism.
Established policies/procedures provide guidance for most assignments, but allow considerable discretion for
employee to select the most appropriate approach(es) or develop new approaches. Responsible for analyzing
accounting data with the ability to implement a corrective course of action either with the guidance of the manager or acting independently. Retains the accounting knowledge and skills to be able to recommend or establish policies and procedures to increase the efficiency of management practices or improve the accuracy of accounting and financial data. Obtains the ability to run reports out of the various accounting modules and tools without guidance, analyze the data from those reports, and apply a corrective course of action from a module, proprietary and budgetary perspective, while working in collaboration with the manager or acting independently.
Identifies methods to improve cost, quality and timeliness of organizational activities through business process
reengineering. Provides advice to the section manager in resource decisions, recommends goals, objectives,
methodologies and processes to achieve the organizational mission.
Work is reviewed rarely, typically though status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities.

To qualify for this position at the FV-I (GS/FG-13) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H (GS/FG-12) level.
