As an Education Program Specialist, GS-1720-13, you will:
• Perform professional work for an educationally related program (or group of programs) directed towards improving American education. Program objectives are achieved through the management of grants, as well as through professional leadership and expertise.
• Provide front-line support and additional customer service for States and grantees with a focus on COVID-19 relief programming authorized under the Coronavirus Aide, Relief, and Economic Security (CARES) Act, Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act, and American Rescue Plan (ARP) Act.
• Serve as a senior level specialist for multiple program areas conducting detailed analyses of the goals and requirements of each federal-funded program (i.e., Elementary and Secondary School Emergency Relief Fund (ESSER), Governor’s Emergency Education Relief Fund (GEER), Emergency Assistance to Non-Public Schools (EANS), etc.) including specific program requirements such as Maintenance of Effort and Maintenance of Equity.
• Consult literature in the field, regulations, program records, and other Department offices to develop the analysis and support conclusions drawn. As assigned, conducts projects involving the analysis of policy related issues. Elicits and compiles other viewpoints and options from program offices which afford management a more complete perspective.
• Work with offices across OESE and the Department to implement Program management and performance review procedures, including but not limited to differentiating support and routines for individual State contexts; understands and resolves implementation issues; reviews and analyzes performance data and reports.
• Interpret program requirements, criteria, rules and regulations, and as directed, comments on proposed regulations and policies.
• Perform other duties as assigned
Condition of Employment:

Specialized Experience for the GS-13
One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience in researching, analyzing, evaluating, planning, developing, competing and awarding vital federal grant programs that are of national interest, scope, and impact.
2. Experience in monitoring grantees by acting as a monitoring lead, including reviewing grantee submitted documentation, and writing monitoring reports and in providing technical assistance in the administration and management of funded projects.
3. Experience in writing reports and making recommendations to senior program staff.
Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs).
