This position is notionally projected to transfer to the Defense Health Agency (DHA) within the next 24 months in order to fulfill the congressionally-mandated requirements from the 2017 National Defense Authorization Act, Section 702, as amended in 2019. The incumbent of this position, during such time of transfer, will no longer be a Department of the Air Force (DAF) civilian and will become a Department of Defense civilian under the authority, direction and control of the DHA.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions + IOR for 0682 Dental Hygiene series positions.
LICENSURE: Applicants for all grade levels and specializations must be currently licensed to practice as dental hygienists in a State or territory of the United States or the District of Columbia. NOTE: You must submit a copy of your License.
NOTE: Public Law 97-35 requires that persons who administer radiologic procedures meet the credentialing standards in 42 CFR Part 75. Essentially, they must (l) have successfully completed an educational program that meets or exceeds the standards described in that regulation, and is accredited by an organization recognized by the Department of Education, and (2) be certified as radiographers in their field. The following meet these requirements:
(1) Persons employed by the Federal Government as radiologic personnel prior to the effective date of the regulation (January 13, 1986) who show evidence of current or fully satisfactory performance or certification of such from a licensed practitioner such as a doctor of medicine, osteopathy, dentistry, podiatry, or chiropractic who prescribes radiologic procedures to others.
(2) Persons first employed by the Federal Government as radiologic personnel after the effective date of the regulation who (a) received training from institutions in a State or foreign jurisdiction that did not accredit training in that particular field at the time of graduation, or (b) practiced in a State or foreign jurisdiction that did not license that particular field or did not allow special eligibility to take a licensure examination for those who did not graduate from an accredited educational program, provided that such persons show evidence of training, experience, and competence as determined by OPM or the employing agency. In addition to the above requirements applicants must meet one of the following requirements:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade of GS-08 for External Applicants and GS-07 for Internal Employees, or equivalent in other pay systems. Examples of specialized experience includes: Experience applying my knowledge of safety and security regulations, practices, and procedures and the Health Information Portability and Accountability Act. Working knowledge of dental hygiene science such as oral anatomy, oral physiology and histology, the principles and techniques of preventive dentistry, and dental instruments and materials. Applying a working knowledge of oral pathology and periodontology sufficient to recognize a variety of abnormal conditions such as acute gingivitis, periodontitis and deep periodontal pockets. Manipulating a variety of instruments while performing specialized dental hygiene procedures. Planning objectives, developing lesson plans, conducting training, presenting dental hygiene lectures, demonstrating oral hygiene techniques and motivating patients to adopt behavioral changes. Planning, organizing and direct the functions and staff of a small to medium sized organization.
EDUCATION: Successfully completed 2 years of progressively higher level graduate education or a Master's or equivalent degree in dental hygiene or a directly related field of study. NOTE: You must submit a copy of your transcripts.
COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level for External Applicants and GS-07 level for Internal Employees is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
