As a Supervisory Human Resources Specialist, the employee is responsible for leading, planning, directing, organizing, and exercising control over both supervisory and nonsupervisory employees assigned to the Branch. Plans and assigns work in consideration of employee skills and mission requirements. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Develops, modifies, and/or interprets performance standards.
Assigns work to subordinate employees based on Branch priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet Branch and customer needs. Balances workload and provides advice, guidance, and direction on a wide range of recruitment, on-boarding and personnel action processing matters as well as administrative issues.
As the Senior Evaluator, leads teams in the conduct of the most complex recruitment, and/or placement studies to resolve broad programmatic issues that are currently or may in the future significantly impacting the efficiency and effectiveness of DOL programs, missions, and/or functions.
As a key member of the Office of Human Resources team, serves as a DOL authority on sub-agency missions, functions, and human resources long and short term goals and objectives. Addresses and resolves the most complex recruitment and placement issues/situations.
Establishes, develops, and maintains effective working relationships with all Office of Human Resources subordinate organization staffs and DOL managers, supervisors, and employees. Meets with key customers and agency officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise.
Skillfully persuades managers, supervisors, or employees to accept findings or determinations and to implement recommendations that may not correlate with their expectations.
Pinpoints current and potential impacts at all levels of the DOL structure. Conducts complex reviews and analyses and distinguishes comprehensive impacts and conclusions.
Researches, interprets, analyzes and applies Federal statutes, OPM and DOL guides, policies, regulations, etc. Establishes policies and procedures for accomplishment of the Branch missions, functions, processes, and procedures.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:
Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.
