As a/an Operational Risk Specialist, you will:
- Provide coordination and guidance to the Office of Risk Management and Regulatory Affairs regarding multifamily, single family and healthcare exposure to operational risk (people, process, technology and external events) and serve as an expert regarding operational risk assessments and mitigation practices. Serve as the authority on operational and credit risk administrative policies.
- Assist and support the Director in establishing and implementing a framework for standards and practices relative to operational risk management across the Housing/FHA programs. Work with the Director to ensure the framework effectively aligns with the Housing/FHA strategic vision. Partner closely with management of all lines of business and functional areas on the development of key risk metrics, process controls, new policies, change controls, and risk profile updates. Co-lead teams to conduct risk assessments, restructure processes, foster collaboration and gain buy in among key stakeholders.
- Measure, monitor and mitigate operational risks for HOUSING/FHA, including (a) internal procedures and employee failure to comply, (b) systems IT failure, (c) internal fraud unauthorized and intentional activity by internal personnel, (d) people loss of key personnel, (e) legal judgments, (f) public policy legislation affected revenue generation reserves and (g) regulatory compliance. Provide technical advice, guidance and interpretation of policies and procedures for Single Family, Multifamily and Office of Healthcare housing programs for Headquarters and field office staff.
- Provide input regarding proper methods to determine if Housing/FHA's operational risk strategies are consistent with Housing/FHA's overall risk appetite. Respond to work assignments from the DAS, ADAS and the Office Director and or other management as designated and assists Single Family, Multifamily and the Office of Healthcare Programs by providing technical support primarily in the areas of operational risk.
The official duty station for this position will be in Philadelphia, Pennsylvania and Washington, District of Columbia. Candidates will be selected for a job assigned to one of the official duty stations listed in this announcement. Failure to report to duty at the location for which the candidate is selected may be grounds for a disciplinary action, including removal.
Key Requirements:You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
- Identifying key risks, monitoring compliance with risk limits, reporting exceptions and developing proposed recommendations related to the suspension of business practices detrimental to the organization; AND
- Measuring, monitoring and mitigating operational risks (i.e. internal procedures, systems IT failure, internal fraud, people loss of key personnel, legal judgments, regulatory compliance); AND
- Planning and co-leading internal controls reviews and assessments to determine effectiveness and efficiency of operations; AND
- Co-leading Risk and Controls Self-Assessment programs and developing policies and procedures for a housing finance institution.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
