    Responsibilities

    The executive encumbering this position serves as Deputy Manager - Pantex (PX) and Chief Operating Officer, NNSA Production Office, reporting directly to the Manager, NNSA Production Office, and is responsible for overall management and executive direction of technical programs, projects, and activities performed by the NPO at the PX Plant. The Deputy Manager - PX works in partnership with the NPO Deputy Manager - Y-12 National Security Complex (Y-12) to provide management direction and oversight of both plants, serving as backups to each other and jointly qualified as the Safety Basis Approval Authorities for both plants. The Deputy Manager serves as the Contracting Officer's Representative (COR) for all programs, projects, business, contract management, nuclear safety, engineering, safeguards and security, environmental, safety, health, and quality activities at the PX Plant in Amarillo, Texas. The Deputy Manager - PX interprets policies and requirements; acts as the risk acceptance agent; and serves as the NPO change agent responsible for implementing the NPO governance model, cost savings, and efficiency improvements.

    The incumbent provides support for NNSA and non-NNSA programs; ensure adequate safety, security, and control of nuclear explosives, nuclear weapons and weapons components. Provides program execution support and prepares Site-specific plans including the Ten Year Site Plan. Manages infrastructure and facilities program execution at the site, prepares site- specific plans, and participates in the development of the facilities and infrastructure recapitalization program. Implements Site-specific Environmental Management (EM) funded projects, including those related to technical, fiscal, safety and health; manages environmental restoration projects and activities involving all aspects for cleanup. Serves as the Executive Federal Consolidation Manger to focus, and successfully accomplish contractor functional consolidations to drive efficiencies.

    This position is a Senior Technical Safety Manager (STSM) position and has the direct responsibility for activities impacting the safe operation of defense nuclear facilities. This requires that the incumbent must be a qualified STSM, or have the ability to qualify as the STSM under the Federal Technical Capability Program and meet the requirements contained in the General Technical Base Qualification Standard, the STSM Qualification Standard, and Functional Area Qualification Standards.
