E Band Level Duties:
The Human Resources Assistant is responsible for processing a broad range of personnel actions to include accessions; separations; position and pay changes; service/pay computation dates; and retirement, health insurance, life insurance, and other benefit forms. Utilizes the Federal Personnel and Payroll System (FPPS) to process all personnel/pay actions and/or benefits. Performs these tasks under the general instructions provided by the manager or team leads.
Performs duties as liaison between FAA and the Department of the Interior (DOI) Payroll Operations Office. Inputs and processes a wide variety of pay related actions including changes to employee work schedules, union dues initiation/revocation; Voluntary Leave Transfer Program (VLTP) balances; and other voluntary payroll deductions. Uses the Consolidated Automated System for Time and Labor Entry (CASTLE) to resolve Time and Attendance List of Errors (TALE).
Established policies and procedures are readily available and provide guidance for almost all task, but some discretion is allowed for the employee to select the most appropriate approaches to accomplishing work. Refers complex problems and/or issues to manager and/or team leads for resolution; may provide assistance in developing and recommending solutions on occasion.
Contacts are primarily internal to the organization; however, has regular external contact with regional staff on routine matters related to the work of the position.
Work is reviewed at major stages of assigned tasks and at completion to ensure timeliness and alignment with the requirements of projects and/or work activities.
F Band Level Duties:
Serves as Lead Human Resources Assistant overseeing the technical work of HR Assistants assigned to the ASO Shared Services Center (SSC) for DOT modes. Applies experience and advanced knowledge to plan and perform human resource assignments for the SSC projects/programs. Provides customer service to HRMD staffs in a consultative and collaborative role. Provides day-to-day guidance and instruction to the SSC Assistants. Plans, organizes and directs the work of the Assistants, makes adjustments to workloads as priorities dictate, and ensure timeliness and quality standards are met. Works independently but may confer with management or higher level HR Specialist for assistance and/or guidance on complex or unique situations, problems or issues.
Responsible for ensuring work products are processed in accordance with established policies, procedures and guidelines. Provides guidance concerning the application and interpretation of rules and regulations governing the processing of various personnel and pay actions i.e., pay actions, One-Time Adjustments generated (OTA), deductions, AWS changes, DOT Fitness, Voluntary Leave Transfer Program (VLTP), Employee Express assistance, employee generated information (taxes, addresses, bonds, etc.), Office of Workers' Compensation Programs (OWCP) leave buy-back coordination, providing historical leave records for leave audits, foreign entitlements, research of employee documents, Change of Station (COS), processing Combined Federal Campaign (CFC) forms and payroll filing, etc.
Serves as the focal point for processing related personnel and pay action and system issues. Troubleshoots automated system issues and relays and/or elevates findings to appropriate personnel for resolution.
Is responsible for ensuring new Assistants are properly trained in all aspects of processing personnel and pay actions and on all automated systems and software used by the SSC.
Established policies/procedures provide guidance for most assignments, but allow some discretion for the employee to select the most appropriate approach(es) or to recommend a new approach(es). Keeps abreast of changes to policies and procedures and ensures all Assistants are apprised of, and understand changes to existing policies and procedures, as well as any new policies and procedures.
To qualify for this position at the FV-E level you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-D, FG/GS-3/6. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized experience for the E band level may include but is not limited to: Knowledge of personnel regulations governing the processing of personnel actions, files/records maintenance, benefits entitlements and creditable service determinations, ability to research and resolve pay and benefits issues.
To qualify for this position at the FV-F level you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to FV-E (FG/GS 7-8). Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized experience for the F band level may include but is not limited to:
Ability to work with and resolve problems within a personnel and/or payroll automated system; knowledge of and ability to apply personnel management rules, regulations, procedures and policies.
