Provides technical leadership for the group in the following areas including but not limited to standardizing engineering-related processes as they relate to LCSS, special projects associated with transformational initiatives such as Diminishing Manufacturing Sources and Material Shortages (DMSMS), Configuration Management Automation (CMA), and Configuration, Logistics and Maintenance Resource Solutions (CLMRS). The position will also play a significant role in expanding the group's organic repair capability.
As the Team Lead, may have quasi-supervisory duties that include the following: sets team priorities, directs and assigns work of team members, approves emergency and short-term leave, up to three days. Provides input to the front-line manager on performance, progress and training needs of employees, conduct and/or disciplinary actions. Reports and make recommendations regarding promotions, reassignment, recognition, and personnel needs.
Plans and accomplishes highly complex and challenging projects/ programs and other work activities under the minimal direction of a manager. Applies experience and comprehensive knowledge of engineering principles, theories, and concepts as a Lead Engineer (LE) as well as an understanding of new technologies and methodologies, to solve complex problems and to develop improved technical processes for the organization. Provides policy guidance on matters related to program schedules, budget, implementation plans, program goals, feasibility, designs, and specifications. Prepares cost estimates and risk management reports. Contributes to comprehensive reviews of existing or proposed projects, identifies existing or potential problems and proposes alternatives.
Leads the development of standardized implementation plans. Maintains consistency with applicable standards, procedures and implementation methodologies. Considers the objectives of the major subdivision and LOB/SO when developing, integrating and implementing solutions to diverse, complex problems. Assignments frequently require knowledge and experience working across functional and/or organizational lines. Ensures program/project schedules are compatible with organizational objectives. Allocates resources to accomplish work activities within established schedules and budget constraints.
Contacts are internal and external. Often represents FAA as a senior technical point of contact on projects, programs and other work activities. Plays a lead role in drafting, reviewing, and editing reports or contractual documents for final approval prior to external distribution. Coordinates significant technical matters with representatives of external organizations. Communicates complex business and technology concepts to all levels of staff by means of presentations, concept papers and other means of communications. Leads facilitation sessions supporting the documenting, modeling and re-engineering of complex and integrated business systems.
Broad policies and objectives provide general guidance for addressing issues, but allow considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations as the situation requires. Provides policy guidance and instruction to others, both internally and externally. Provides guidance to lower-level staff on how to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Develops plans, techniques, and policies to address current or anticipated problems and issues.
Work activities typically impact directly on the objectives of one or more major subdivisions or LOB's/SO's and may impact on the objectives of the FAA. In some areas, the work may affect the safety and security of customers.
Work may require approximately 20% travel to support program requirements.
