EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
In this position, you will serve as a Program Analyst position in the Public Assistance Division, Program Delivery Branch, Process Improvement Section. The role includes a wide variety of assignments that deal with program planning and evaluation, stakeholder engagement, continuous improvement of tools and processes for the delivery of Public Assistance, and support of leadership in ensuring program goals and objectives are met. Typical assignments include:
- Evaluating processes and developing tools and strategic recommendations to support the timely, effective, and accurate delivery of assistance to state, local, tribal & territorial partners and private non-profit entities eligible for Public Assistance.
- Consulting and collaborating with internal and external partners using both informal and formal methods, including workshops, surveys and focus groups.
- Planning, developing, and implementing projects as well as researching and updating program process guidance and other products that simplify the experience of navigating the Public Assistance Program Delivery process for Applicants, Recipients, and FEMA staff.
- Handling numerous priorities, at times simultaneously, to ensure program goals and objectives are met.
Promotion Potential: Positions filled under Stafford Act regulations generally do not have documented promotion potential; however, dependent on an employee’s ability to perform higher level duties, the continuing need for an employee to perform work associated with a higher level position, and administrative recommendation and approval, promotions may be earned by CORE employees.
Occasional travel - Occasional non-emergency travel may be required.
