     EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

    In this position, you will serve as an Emergency Management Specialist (Mitigation) for FEMA's Region Two, Regional Administrator, Caribbean Area Office.  Typical assignments include:

    • Reviewing Hazard Mitigation Assistance (HMA) grant applications for completeness and eligibility in accordance with regulations, and coordinates with program partnerships to obtain reviews and concurrence as applicable.
    • Reviewing for Scope, Budget, and Period of Performance (POP)
    • Generating request for information (RFI)
    • Coordinates with Environmental and Historic Preservation reviews. Provides regular status reports to the immediate supervisor for FEMA management regarding HMA application development and technical assistance progress.
    • Awarding and administering grants, implementing, and interpreting grants/assistance management policies, processing and tracking grants/assistance awards and compliance with reporting requirements.
    • Conducting program evaluation, including monitoring and assessing awardee performance, and establishing performance measures; Monitoring, assessing, and ensuring awardee complies with all terms and conditions of award.
    • Providing technical assistance to Local Government Planning Managers thru Mitigation Planning workshops, as required. 
    • Informing community partners  on the importance of conducting annual risk assessments for establishing future project Mitigation projects priorities. 
    • Revising of local mitigation plan updates to be submitted by the Commonwealth of PR. 
    • Implementing Records Management requirements to ensure a healthy documentation of all Mitigation Programs. 

    Promotion Potential: Positions filled under Stafford Act regulations generally do not have documented promotion potential; however, dependent on an employee’s ability to perform higher level duties, the continuing need for an employee to perform work associated with a higher level position, and administrative recommendation and approval, promotions may be earned by CORE employees.
