    Summary

    Due to the Pandemic, and individual states with different phases of reopening, the selectee’s report date to the official duty station/facility may be delayed until such time as employees are allowed to report to the workplace. The person selected may telework up to the maximum extent possible, up to and including full time, until it is safe to relocate.

    Responsibilities

    Expert experience in personally implementing complex IT projects; in managing and mitigating risks, assessing stakeholder requirements, identifying dependencies, and developing responsive project plans; in estimating costs and other resources. Serves as a coach, facilitator, and/or negotiator in coordinating team initiatives and in consensus building activities among team members. Makes recommendations to front-line manager as requested regarding reassignments, recognition, and personnel needs. Resolves simple informal complaints from employees and refers others to the front-line manager. The primary requirement is expert knowledge of IT principals, concepts, methods, metrics and costs over the lifecycle of systems.

    Develops the vision for long-term enterprise data center services infrastructure to address the increasingly diverse and complex future high performance computing environments while actively practicing cost reduction throughout the lifecycle.

    Provides technical advice and leadership in the designing, provisioning and maintenance of the data center and end user computing solutions, including numerous virtualization technologies, hybrid computing environments, lifecycle requirements, cyber security, cost containment, audits in a financial system and customer satisfaction.

    Leads execution of projects throughout the innovation lifecycle from initial state through deployment to develop next generation emerging technology capabilities. Identify, develop, test, and evaluate use case prototypes for emerging technologies in areas such as cloud-based “as-a-service” capabilities (including IaaS, PaaS, and SaaS), and other machine learning systems, virtual/augmented realities.

    Expert at performing server side corrective actions required for identified vulnerabilities with application servers and ensures secure web application traffic; troubleshoots all aspects of the system to include: hardware, software, and life cycle management of storage area networks and data storage virtualization with multiple physical disk drives. Prioritizes remediation while considering risk and cost to the center.

    Monitors and plans server, storage capacity and performance in both on-premises and cloud environments. Monitors and enforces applicable baselines on various information systems including but not limited to servers, virtual environments, firewalls, routers and storage devices. Leads analysis of problem areas and investigates operational mishaps and develops remediation.

    Plans and coordinates the installation configuration, maintenance, and upgrade of enterprise software and related enterprise-level changes to the IT infrastructure utilizing VMware vSphere Server and Desktop virtualization while actively practicing cost reduction throughout the lifecycle.

    Oversight of data center using relational database management systems, LAN/WAN routing and switching, Active Directory, cloud computing and virtualization software and assessment of performance through IT metrics and Service Level Agreement (SLA) indicators and development of remediation plans when actuals do not meet targets.

    Leads teams in identifying, distributing, and balancing workload among employees in accordance with established workflows and skill levels. Makes necessary adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks. Acts for manager in operational issues and can perform managerial duties of granting leave 4 hours or less.

    Characteristic information technology assignments in the Systems Administration specialization at this pay band include:

    • Develops and implements migration strategies including planning for continuity of operations during the deployment of new server technology.

    • Integrates new server technology into existing architecture.
