    The position will:

    • Provide leadership in the areas of human resources; leadership, management, and employee development organizational design and analysis; staffing and processing operations; pay, leave and compensation workman's compensation; employee relations, performance management; benefits and retirement.
    • Oversee the development and implementation of a variety of special projects related to Department of Commerce and Bureau-wide HR, sets the NIST workforce development strategy; assesses current workforce characteristics and future needs based on the strategic plan and mission
    • Develop and champion a culture of continuous learning to attract and retain top talent; identifies and implements best practices and benchmarking studies; and creates systems for measuring intellectual capital and identifying its links to organizational performance and growth.
    • Provide oversight on the Management, development and administration of NIST and National Technical Information Services (NTIS) human resources (HR) management division staff, policies, programs, and procedures, with special emphasis on the NIST Alternative Personnel Management System; integration of HR policy and operations with the accomplishment of NIST mission and goals; and assists NIST, and NTIS management to integrate HR into strategic planning; and management of payroll processing and application of automated technology to HR.
