    Summary

    The incumbent functions as the Executive Assistant to the Chief of Staff in this level 1C complexity facility and consist of one medical center located in Fayetteville, Arkansas and seven Community Based Outpatient Clinics (CBOCs). Incumbent serves as a consultant to the Medical Center Director, Associate Medical Center Director, Associate Director for Patient Care Services, Service Chiefs, and other key staff in the areas of health systems management and operations.

    Responsibilities

    Duties include, but may not be limited to the following:

    • Provides administrative oversight toward meeting federal regulations and accreditation standards (i.e. The Joint Commission, Commission on Accreditation of Rehabilitation Facilities, Office of the Inspector General etc.).
    • Develop analysis, and/or improvement of work methods and procedures, organizational structures, manpower utilization, distribution of work assignments.
    • Adapts general administrative principles, practices, processes and techniques to meet the specialized requirements of the healthcare delivery system and to facilitate the effective use of available resources.
    • Participates in activations, special studies, and projects, both as chairman/leader of the project or study group or as an active member.
    • Research, develop and study issues relating to administration of operational and management activities across the health care system.
    • Draws sound conclusions based on acquired knowledge and makes appropriate recommendations to executive facility leadership for establishment or adjustment of medical center policy, procedures, workload and programs.
    • Performs budget execution functions to ensure that expenditures are consistent with budget formulation plans as the fiscal year progresses.
    • Manages procurement and contraction for the Chief of Staff's Office.
    • Approves expenditures of government funds as made by designated purchase card holders and must adhere to rules as stated in described handbooks and amendments.
    • Serves as administrative liaison between COS office, The Veteran Service Organizations, VA Regional Counsel, VA/VISN Central Offices and Congressional Offices.
    • Supervises all administrative functions of the Chief of Staff Office.
    • Assigns and monitor performance of critical elements, monitor functional statement assignments, and rate individual employee's ability to successfully carry out work assignments.
    • Serves as administrative liaison between COS office, The Veteran Service Organizations, VA Regional Counsel, VA/VISN Central Offices and Congressional Offices.
    • Reviews and evaluates completed staff action (congressional correspondence, issue briefs, memos, reports, studies, fact sheets, information papers) for overall quality of the document.
    • Prepares complex memorandums for National, VISN 16, and local use, as appropriate.
    Work Schedule: Monday - Friday, 8:00 am - 4:30 pm, subject to change based on the needs of the agency.
