    Responsibilities

    The Small Business Ombudsman (SBO) is responsible for serving as the Commission's primary point of contact for small businesses; for providing coordinated agency answers to the many varied and complex legal, regulatory, and technical inquiries received; for managing and reporting on the assistance provided to small businesses; and for engaging with small businesses to facilitate the creation of safer products through better educated small businesses.

    As the Lead for the SBO team in OEX, you will make assignments to staff and provides team with advice, consultation, and mentoring in performing work. Train staff, serves as a resource and directs approach on complex matters. Perform Team Leader duties such as managing and approving leave, providing substantive, written input on performance appraisals and developing training plans for staff.  Assists DD/OEX in ensuring effective management of manpower and resources, selection of qualified candidates for appointment, and initiating appropriate personnel actions for staff.

    Major responsibilities include:

    Analyzing varied regulatory and technical inquiries, ascertaining which statutes and regulations are applicable, providing comprehensive oral advice and/or drafting written counseling to facilitate compliance with all applicable federal safety regulations by the small business inquirer.

    Analyzing issues before the Commission or likely to arise before the Commission and develop views and interpretations on those issues from a uniquely small business perspective.

    Providing answers to all inquiries received, and seek out senior executives, managers and colleagues to ensure that staff guidance on regulatory and technical issues is harmonized, consistent and appropriate.

    Synthesizing and providing feedback from small businesses on the Agency’s regulatory agenda and the likely or actual impact of CPSC regulations on the unique circumstances of small businesses, small batch manufacturers, and crafters to the relevant internal stakeholders.

    Providing clear and easy-to-understand legal and technical answers to all regulatory and technical questions from small businesses, small batch manufacturers, crafters, and others subject to the agency’s jurisdiction.  

    Developing and providing information and guidance specifically tailored to small businesses, small batch manufacturers, and crafters so that they can understand and comply with applicable safety standards and the CPSC's regulatory requirements. 

    Publicly speaking and engaging in outreach activities to the diverse constituencies and industries represented in the small business community subject to the CPSC's jurisdiction.

    Keeping abreast of important developments on sensitive and critical issues which may inform future agency rulemaking and the provision of accurate, up to date information in response to inquiries from small businesses and those representing small businesses.

    Attending meetings and conferences, for the Commission when requested; and officially representing and speaking for the Commission staff at meetings or public forums on issues of policy and technical compliance.

    Identifying issues and gaps in agency regulatory guidance facing the small business community which may have not yet been identified and addressed by the Commission staff and marshaling the staff to develop a consensus staff guidance position.
