The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. This position is located in the Human Resources Management Office. The position serves as a participant in the Technical Career Fields Program in a developmental capacity, performing assignments designed to further develop skills and techniques under the direction of a qualified preceptor.

The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for one year during which they are trained, coached, and supervised by a preceptor.
As part of the VA's succession planning, the Technical Career Field (TCF) training program was created to ensure individuals are trained in critical areas that have current or predicted shortages. The program is nationally funded to include salary, benefits and training/travel dollars. At the time of acceptance into the TCF program, trainees will be asked to sign mobility, training, and service agreements. Relocation expenses for acceptance into the training program or for placement are not funded by the TCF program. Please keep in consideration, the training program is meant for those individuals who plan on staying with the VA a minimum of 3 years after completion of their training program.
Selectees will be required to complete and sign the following paperwork; Mobility, Training, and Continued Service Agreements. Although not guaranteed, with more than 150 freestanding facilities and hundreds of clinic locations, we will strive to place trainees in positions that will work for him/her and the needs of the VA.
This is a developmental position leading to a GS-7, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. You will ultimately acquire the background necessary to perform at the full performance level of GS-7. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.

MAJOR DUTIES:
Performs basic internal/external placement and recruitment duties for Title 5 and Hybrid Title 38 positions usually up to grade GS-8 or equivalent. Recruitment assignments are for jobs with career patterns that are substantially standardized and which has well defined work processes, generally one-grade interval positions; thus, creating problems of average difficulty.
Processes HR actions, coordinating with local HR staff and resolves problems as they arise. Develops vacancy announcements, and issues referrals for assigned activities and occupations.
Establishes user accounts, verifies data, and resolves data discrepancies. Troubleshoots problems with users. Reviews error listings and monitors processing and procedures in order to identify needed corrections.
Prepares charts, forms, publicity, course announcements, and other documents and is responsible for the scheduling, preparation, and distribution of training announcements. Revises training schedules, assists with developing questionnaires to survey employee and supervisor interests in specific training, compiles result of surveys and develops recommendations for changes in training classes/programs.
Performs position reviews for clerical, and administrative (GS-07 and below) and wage grade Occupations, analyzes duties using appropriate classification standards, writes evaluation statements in order to support the title, series and grade designation.
Assists Specialists by reviewing files for disciplinary actions, grievances, appeals, Unfair Labor Practices (ULP's), etc., to gather information which is similar to the pending issues at hand.
Conducts precedent case research by reviewing court decisions, Merit Systems Protection Board, Federal Labor Relations Authority, and other third-party decisions and summarizes findings and points out their relevance.

PHYSICAL REQUIREMENTS: The work is conducted in an office setting and is basically sedentary but may involve occasional walking, standing, bending.
Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
