Provides state level coordination of all military personnel programs, including but not limited to: enlistment, appointment, performance evaluation reports, promotions, officer and enlisted selective retention, discharges, separations, recruiting, retention, incentives, and training. Develops state-level programs, publications, policies, and procedures. Manages the state and federal programs for awards, decorations, special recognition, and other incentive/retention enhancement efforts. Monitors and executes state-level responsibilities regarding all military personnel assignments, reassignments, classification actions, and professional military education. Conducts in-depth research on difficult personnel cases, administrative matters, medical, and training problems. Provides technical and specialized data, background material and references, and determines solutions and courses of action to be followed. Monitors manning, manpower authorizations, and organizational changes. Maintains frequent contact with the National Guard Bureau (NGB), Air National Guard Support Center (ANGSC), Air Force Military Personnel Center (AFMPC), Air Reserve Personnel Center (ARPC), and other appropriate agencies. Coordinates a statewide incentive program, and serves as the focal point for all matters pertaining to the program. Works closely with the unit commanders and their representatives in the operation of the incentive program. Ensures that funds are only authorized to those specialties that the unit commander has designated as eligible consistent with valid unit manning vacancy requirements. Attends various meetings and conferences with representatives of NGB, ANGSC, the Adjutant General, the Administrative Officer, and unit personnel relative to overall procedures and operations of the program. Serves as principal assistant to the Administrative Officer and in his/her absence ensures continuity of operations. Assists in maintaining orderly and efficient accomplishment of the office administrative workload. Monitors the ANG Schools Program and performs follow-on training for Professional Military Education (PME) and all technical schools not associated with inactive duty training. Ensures appropriate orders are issued in accordance with governing directives. Advises units of requested school quota status. Ensures timely submission of required reports. Provides direct oversight to the Family Program and the Family Program Coordinator contract. Develops plans, programs and budget requirements. Allocates and approves expenditures. Ensures volunteers have the resources and support. Performs other duties as assigned.
Military Grades: An officer grade of O-1 through O-5, or an enlisted grade of E-7 through E-9.
GENERAL EXPERIENCE: Experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. The following seven basic qualification competency factors are applicable to the GS-0201 career levels:
SPECIALIZED EXPERIENCE: Must have at least one year of specialized experiences at the GS-11 level or the equivalent in personnel and manpower core competencies: Organization Structure, Requirement Determination, Program Allocation and Control, and/or Performance Improvement. In addition to analytical and problem solving abilities, positions at this level require specialized knowledge of all applicable merit principles and practices related to federal civilian, military, and National Guard technician personnel programs. Experienced in planning for and executing all personnel programs and Human Resources Information Systems. Expert in managing Army and Air National Guard organizational structures; organizational and manpower standards; manpower resources; military grades; manpower data systems; peacetime and wartime manpower requirements and utilization; and, commercial services to include, strategic sourcing. Experienced in operational readiness planning, personnel deployments, and writing various readiness status reports. Experienced in writing, designing, formatting, publishing, or presenting military or civilian briefings for senior leadership, conferences, workshops, or special committee reporting. Experienced in performing total-force personnel program requirements to accomplish labor union negotiations and agreements; skilled in completing accession planning and processing; classification and position management; civilian and military promotions; analyzing human resources personnel systems reports; skilled in directing position utilization; awards and recognition; evaluations, and performance management. Experienced in managing or conducting reenlistments; assignment or reassignment actions; education and training policy requirements; retraining procedures; retirement options; conducting disciplinary actions; or, applying force development and force shaping programs.
Army National Guard and Air National Guard Officers GS-11 through GS-14 Positions An undergraduate degree from an accredited college or university is mandatory. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
