    Summary

    Due to the Pandemic, and individual states with different phases of reopening, the selectee’s report date to the official duty station/facility may be delayed until such time as employees are allowed to report to the workplace. The person selected may telework up to the maximum extent possible, up to and including full time, until it is safe to relocate.

    Responsibilities

    This position serves as a Supervisory Aviation Safety Inspector and will manage a Flight Standards field office or branch. The position reports to the applicable Division Manager and will execute the Agency's aviation safety mission, while accepting responsibility for being active in communicating and building change coalitions; seeking out opportunities to involve their teams in supporting change across the organization and employing best practices for sponsoring change and managing resistance.

    The manager is responsible for aviation safety activities in a complex and dynamic air carrier and/or general aviation environment that includes experience in one or more of the following specialties: Operations, Avionics, Maintenance, and Cabin Safety, and Dispatch. Applies an advanced knowledge of the technical aspects of the work directed and ensures the promotion of the highest level of safety compliance with regulatory standards while utilizing transparency of data exchange that includes the identification of hazards and management of risk.

    The incumbent of this position manages and sets clear performance standards that promote accountability, a sense of individual responsibility, professionalism, and pride for organizational performance to next level managers. Ensures effective managerial work and work quality across all units and cross organizational relationships while maintaining unit and individual wellbeing. Responsible for the leadership, planning, prioritizing, direction, communication, tasking, training, and scheduling of work. Also responsible for time and attendance, leave approval, performance evaluation, corrective and disciplinary actions, and the setting of the front line office goals and objectives.

    Supports effective problem solving by ensuring subordinates are accountable to address challenges and barriers, and are clear about roles and responsibilities for decision-making. Confirms active collaboration occurs beyond the office/branch and that solutions fully consider and represent all relevant perspectives/interests. Models creative thinking and Innovation.

    Makes effective resourcing decisions across several work units, teams, or groups; making certain that work units deliver expected output within required time frame and budget.

    Manages budget and reallocates resources among organizational units/projects/programs, or requests additional resources, as needed.

    Works as a member of a higher-level leadership team (e.g. Division leadership team) and contribute to problem-solving beyond own function. Builds and maintains an effective office/branch leadership/management team; ensuring units are working together and beyond boundaries, exemplified by shared decision-making, commitment to sharing all relevant Information, and considering Inputs from all relevant stakeholders as necessary to create expected results.

    Effectively aligns with other managers and work units with overarching organizational Initiatives, strategies, and goals; testing for alignment with overarching business needs and ensuring the team maintains shared accountability to commitments and agreements.

    Designs and holds meetings that promote open dialog, encourage productive conflict, and lead to clear decisions and actions that help work units produce intended results. Effectively communicates with a variety of individuals and groups. Applies human relation skills and affirmative action principles within the frontline office environment.
