    This key member on the Office of the Chief Information Officer (OCIO) leadership team supports the OCIO's mission through human capital, finance and budget, and acquisition management initiatives that aid the effective use and advancement of the OCIO's resources and assets.

    Responsibilities

    As the "Deputy Chief Information Officer for Resources Management" you will:


    Provides leadership for ensuring the effective utilization of all resources, as well as direct support for cross-cutting projects and functions within OCIO and for the corporate information technology (IT) community across the Department of Energy (DOE) Enterprise. This responsibility includes purchasing and costing IT services, equipment, and infrastructure to support a large, complex IT organization.

    Exercises full managerial authority of all operational mission and major staff functions for the organization, including Federal budget oversight; justification and execution; human resources and staffing management; information management; procurement, assistance, and contracts management; and fiscal and financial management, which includes advising on the IT Enterprise budget.

    Oversees the Service Provider for the DOE Enterprise for the efficient and effective corporate acquisition of IT needed to support the corporate mission in accordance with the Federal Acquisition Regulations.

    Serves as primary point of contact for procurement interactions and oversees management and operations of contractor performance and performance-related incentive options.

    Develops, implements, and monitors DOE-wide policies and systems in the areas of budget and finance administration, program analysis, evaluation, internal controls, corporate systems, and long-term planning.

    Services as the IT human capital management point-of-contact for the DOE IT community and is responsible for the development and recommendation of workforce strategies consistent with Departmental policies.

    Monitors the progress of the strategic management program, directs modifications in programs as needed, and advises DOE senior leaders on development of policy, transformation, and business integration strategies.

    Represents OCIO and DOE in consultations with key Congressional officials and high level representatives of the Federal government, private contractor business entities, and other senior decision makers from various constituencies (business and technical communities, local government, industry, etc.).

    Manages the OCIO administrative services and information resource management responsibilities for acquisition, facilities, property, and space.

    Directs the internal organization, staffing, polices, and personnel authorities to carry out responsibilities of the organization, including the recruitment of senior managers and technical experts. Builds and maintains a highly motivated and proactive workforce possessing required competencies and fosters a diverse and inclusive workplace.
