    • Responsible for technical and functional planning, programming, implementation, program and project management, and systems integration of a wide range of C4 modernization efforts and programs.
    • Directs subordinates involved in technical, administrative, program management, and support work.
    • Develops and executes concepts, broad program plans and programming objectives; establishes priorities and requirements; and provides guidance and direction consistent with U.S. Special Operations Command and Army objectives.
