The PMO provides program and acquisition management for the systems and capabilities that modernize and sustain the National Airspace System (NAS) to advance NAS programs from concept to operation while providing technical support for air traffic control automation and decision support systems. Selectee will be assigned to one of the following organizations within the PMO: Integrated Services and Analysis, AJM-1; Air Traffic Systems, AJM-2; Enterprise Services, AJM-3; and Surveillance Services Directorate, AJM-4.
The incumbent provides analysis and leadership on a wide range of acquisition management and program related issues to include financial management, technical performance management, risks issues, opportunities, and contract management. The incumbent develops and analyzes program requirements and plans, and recommends innovative solutions to streamline and improve processes consistent with Program Management Organization (PMO). Manage policies, guidance, initiatives, and interprets FAA organization. He/she applies expert knowledge of qualitative and quantitative methods, techniques, analytical, evaluative methods, and project management principles. The incumbent applies knowledge of comparative analysis to use documented sources, calculations and tools to conduct comprehensive market research, develop and coordinate cost benefit and alternatives analyses. He/she analyze cost, schedule and technical performance, make decisions, take action address variances, and re-allocate resources to deliver results using Earned Value Management (EVM) or other evaluative disciplines.
Uses expert knowledge of Acquisition Management System policies and processes, to leads the development of the overall acquisition strategy, business strategy for dual use technology, market strategy, and baseline performance measurements and establishes metrics comparing performance with the baseline. He/she applies experience using automated tracking systems such as the Corporate Work Plan, SPIRE, REGIS, DELPHI, PRISM and Oracle tools to track the program according to FAA policy for financial planning, programing, budget development and execution. The incumbent applies experience analyzing financial information, make decisions, take action, address variances, and allocate resources to deliver results and to monitor contract performance. He/she ensures vendor deliverables are tracked and meet expectations and invoices are paid in a timely way. Leads configuration boards or other forums to determine approved tasks for contractual actions.
The incumbent applies experience using advanced automated evaluative tools and financial systems, such as macros, pivot tables, advanced filtering, etc. to create graphics and charts for inclusion in presentations to senior officials. The incumbent leads teams responsible for planning, monitoring, and conducting complex special projects, studies and initiatives. The incumbent analyzes problems, identifies significant factors, gathers and interprets pertinent data, and applies established rules and procedures in order to recommend effective solutions. Ensures the development of knowledge bases for future use by PMO programs and teams.
Contacts are internal and external to the FAA. He/she represents the PMO as a principal point of contact to provide expert guidance and instruction both internally and externally, addressing diverse, complex issues, which often cross multiple program or functional areas. Formulates and makes recommendations to senior management on major projects/policy issues. He/she reviews and recommends approval on major reports and programs for internal and external distributions and contributes to developing strategic vision and/or organizational policies. The incumbent knows, applies and understands the rules of engagement when working with unions. He/she mentors more junior analysts and team members.
