Manages the work of a large, geographically diverse, virtual and multi-level organization nation-wide, typically through subordinate and managers. Directs the work of subordinate employees and managers, which work spans multiple organizational boundaries and levels and consist of complex and challenging projects and activities. The work includes managing complex National Airspace System (NAS) programs based on the objectives of the major subdivision, the ATO, and frequently the FAA. Provides guidance to subordinate managers and employees; as well as, provides input to the Director of Operations Support and the Vice President of Technical Operations when questions or issues arise.
Has a detailed knowledge of budget, human resource management, and other administrative policies and procedures and a comprehensive understanding of the objectives of the AJW, the ATO, and the FAA. Possesses knowledge of program management to plan and execute strategic initiatives in accordance with Technical Operations, ATO, and FAA goals and objectives. Manages programs relating to the NAS environment with emphasis on critical infrastructure and maintenance strategies. Reviews and ensures the developments of new initiatives and procedures for assimilation into the NAS with the least impact to operations.
Directs subordinates in researching, evaluating, and analyzing current and historical NAS data to identify risks and opportunities for future enhancements to NAS operation and maintenance. Identifies innovative concepts and procedures to enhance NAS maintenance activities through integration of new or improved technologies or modernization of current systems/services. Directs the planning, development and execution of concepts and methodologies to research, evaluate, and identify for further analysis and testing in support of efficient NAS operation and maintenance. Maintains awareness of new technologies and programs to enhance future NAS capabilities without degradation of services.
Manages the development and expansion of the Service Management Model. Responsible for transforming maintenance, restoration, and response based on operational risk and utilizing dynamic and predictive measures. Possesses knowledge of the seven service threads and the systems, sub-systems, and services that make up each thread (Communication, Navigation, Surveillance, Automation, Weather, Environment, Power). Understands the categorization of services by their operational domain (EnRoute, Terminal, Enterprise, or General).
Applies technical knowledge regarding enterprise services, maintenance processes and systems efficiencies. Leads technical and programmatic changes related to NAS service management. Oversees integration of legacy stand-alone components into a composite service that considers all associated systems, sub-systems, and equipment to include redundancy and diversity. Ensures a common metric scale is implemented to clearly establish a relationship between service delivery and efficiency and safety impacts, resulting in standardized ATO messaging and improved availability to air traffic operations.
Responsible for development of a maintenance data analytics program that focuses on maintenance optimization and integrating reliability centered maintenance, remote maintenance monitoring and control, and predictive maintenance capabilities to improve NAS efficiency. Possesses knowledge of various ATO/FAA maintenance, contingency, logistics, and acquisition policies and their application and impact on the NAS. Understands risks from a safety, performance, and reliability perspective.
To qualify for this position at the FV-K (FG/GS-15) pay band level, all applicants must demonstrate one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to the next lower grade level which is (FG/GS-14) or pay band level (FV-J) in the Federal service. SPECIALIZED EXPERIENCE is defined as experience which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and that is typically in or related to the work of the position to be filled. To be creditable, SPECIALIZED EXPERIENCE must have been at least equivalent to the FG/GS-14 grade or FV-J pay band level for the FV-K pay band level in the normal line of progression for the occupation in the organization.
Examples of SPECIALIZED EXPERIENCE for this position include, but are not limited to:
