    Summary

    Incumbent serves as South and Central Asian (SCA) Division Director, Voice of America (VOA), U.S. Agency for Global Media. The SCA Division is a major regional subdivision of the VOA network, overseeing broadcasts to the countries of South and Central Asia. Incumbent reports to the VOA Program Director; leads the Division's programming, marketing, management, budget, and administration; and responds to many changing priorities and initiatives in international broadcasting.

    Responsibilities

    Duties include, but are not limited to:

    • Programming - Oversees production of programming and digital output that preserves VOA credibility, maximizes audience in a cost effective manner, maintains the editorial independence of VOA, complies with the VOA Charter and Journalistic Code, provides citizens with accurate and objective news and useful information, and explains the principles of democracy and its role in building a civil society. · Plans, organizes and directs radio, television, Internet, and other digital output, to the targeted region, including placement on local affiliates where possible, with final responsibility for overall quality and content of Division programming, including format, production values, and the use of appropriate media for distribution. · Develops and executes content, placement, advertising and promotion strategies that extend the reach of content in the region's targeted areas - by any medium, whether delivered by broadcast, online, or mobile. · Employs modern communication techniques and technologies, using a multi-media strategy to achieve objectives, using cross-border SW/MW, FM and TV affiliates, TV direct-to-home, Internet-based websites, mobile distribution methods, SMS, and other digital platforms. · Uses advertising and promotion to attract audiences to this content. · Monitors program quality to ensure compliance with the VOA Charter and other VOA standards through internal spot checks and annual performance reviews; uses these and other quality control measures and recommendations to improve programming.
    • Division Strategic Planning, Resource and Organization Management - Exercises delegated authority to oversee the overall planning, direction, and timely execution of Division program and programming through several country service chiefs and their subordinate organizational units, including: · Develops and assigns goals and objectives for supervisors or managers of subordinate organizational units. · Approves multi-year and longer-range work plans developed by the supervisors or managers of subordinate organizational units and subsequently manage the overall work to enhance achievement of the goals and objectives. · Oversees the revision of long-range plans, goals and objectives for the work directed. · Manages the development of policy changes in response to changes in levels of appropriations or other legislated changes. · Manages organizational changes throughout the Division. · Develops budgetary and staffing requirements; coordinates planning with other organizations; and identifies and resolves any organizational problems. · Exercises discretionary authority, as delegated, to approve the allocation and distribution of funds in the organization's budget. · Develops work requirements; selects contractors; manages any relevant contracts. · Maintains internal controls to monitor and ensure proper and efficient use of funds and resources and to evaluate and improve organizational performance, including improving processes and
    • Human Resource Management - Manages the Division staff through subordinate service chiefs and other Division managers and supervisors: · Ensures effectiveness, productivity, and performance quality of employees by providing timely and accurate performance appraisals, links performance expectations to USAGM and VOA objectives, rewards superior performance; and ensures that Service Chiefs and subordinate managers provide timely and accurate appraisals and reward superior performance. · Oversees recruitment in Division and/or recruits, selects, and on-boards staff and contractors. · Takes steps to develop a diverse, representative workforce in accordance with USAGM standards and other measures as appropriate. Complies with Equal Employment Opportunity laws and policies, and OPM Merit System principles and practices. · Makes decisions on work problems presented by subordinate supervisors, team leaders, other managerial personnel and contractors. · Hears and resolves group grievances or serious employee complaints. · Reviews and approves serious disciplinary actions involving subordinates.
    • Collaboration - Coordinate Division activities within VOA and with elements of USAGM: · Produces and contributes Division data, information, ideas, reports to Office of Performance Review and agency senior management. · Consults with Program Office and CFO officials on the completion of Service analyses and updating performance plans. · Consults with Program Office and USAGM elements on planned and completed target area research, and product placement opportunities and procedures, in making programming, media mix, promotion, and strategic planning decisions. · Stays informed of political and media environment in target region.
