As a SUPV HR SPEC, GS-0201-11 your duties are below;
(1) Directly supervises and provides technical and administrative supervision over Human Resources Assistants (Military), Human Resources Specialists (Military), and specialists within the other specialized functions of the MILPO office. Formulates human resources and administrative procedures and policies based on the interpretation of regulations and directives from Department of Defense (DoD), Department of Army (DA), and the National Guard Bureau (NGB). Drafts and implements State policy based on the aforementioned policies. Performs military human resources work in any of the program areas, for which assigned, for officer, warrant officer, and enlisted members as required and includes, but is not limited to: Coordinating and synchronizing deploying units with Mobilization/Demobilization platforms; attending coordination meetings; planning internal/external integration of long-range projects, actions, and activities; developing comprehensive plans and strategies for future Mobilizations/Demobilizations; analyzing station workflow; establishing procedures to improve effectiveness and efficiency; maintaining awareness of Mobilization Planning Data Viewer (MPDV) and Deployment and Redeployment Tracking System (DARTS) content; monitoring, compiling, and communicating the raw statistics of SRP and/or deploying units; coordinating SRP manning requirements; applying Personnel Policy Guidance (PPG) to SRP and Mobilization/Demobilization procedures; performing personnel administration activities pertaining to SRP processing; and liaising directly with Mobilization/Demobilization onsite personnel. Provides direct support to all units located within the State.
(2) Plans, organizes, and directs the activities of assigned program areas, ensuring that legal and regulatory requirements are met. Develops goals and objectives that integrate organization and military human resources objectives and establishes policies and procedures for accomplishment of the same. Coordinates, plans, and schedules with other organization managers and customers as appropriate. Identifies, analyzes, and provides recommendations to supervisor on significant issues and problems related to work accomplishment. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. Establishes analysis systems to ensure actions are timely and reviewed at critical points. Accepts, amends, or rejects work presented by subordinates. Performs self-inspection and presents detailed and comprehensive report with any corrective action taken to supervisor. Follows-up to ensure complete and quality resolution of discrepancies. Directs and oversees the research and response for congressional or high level headquarters' inquiries regarding military human resources matters.
(3) Oversees and reviews the accounting of funds for accounts relating to areas of assignment. May require exercising proper control measures, forecasting, and developing and conducting internal audit reviews. As required, provides reports on audits and outlines any changes to be made as a result of the findings.
(4) Plans and schedules work in a manner that promotes a smooth flow and even distribution, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Provides advice, guidance, and direction to employees on a wide range of military human resources and administrative issues. Interviews candidates for positions and selects, or recommends selection of, candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Hears and resolves employee complaints and refers serious unresolved complaints to higher-level management. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Evaluates subordinate workers performance ensuring consistency and equity in rating techniques. Approves/disapproves leave requests.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires military membership in a compatible military assignment in the Iowa Army National Guard. Selectee will be required to wear the military uniform. Acceptance of this excepted position constitutes concurrence with these requirements as a condition of employment.

Military Rank Requirements: OFFICER (O4-O2)
An undergraduate degree from an accredited college or university is mandatory. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
