THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
A Public Affairs Specialist, GS-1035-11, Assists the Public Affairs Officer across all aspect of the Public Affairs mission: Community Relations, Media Relations, Command Information, and Strategic Communications.
ComRel: Manage and coordinate events, requests, and coordination across all spheres of influence (local, State, national, and International) to increase the reputation of the MNNG. Prepare materials to explain or describe the mission of the NG, NG accomplishments, policies, programs or actions taken and ensure the NG's compliance with state and federal regulatory requirements. Maintains close working relationships with officials of various civic, media and community groups and Department of Defense personnel, as well as state and national government officials outside the NG.
Media Relations: Coordinates with media outlets (traditional and emerging) to tell the MNNG story, respond to query, communicate emergency information, and expand understanding of the MNNG mission. Responds to media requests for information of both a routine and controversial nature. Releases photographs and/or feature stories to the news media, coordinates media interviews with NG subject matter experts and arranges photographic and electronic media coverage of newsworthy NG events. Reviews press releases, feature stories, background statements, special reports, etc., developed by UPARs, prior to their release to the media.
Command Info: Communicates the themes, messages, and priorities of the command to the internal force. Written materials include news releases, displays, fact sheets, feature stories, background statements, special reports, etc. Prepares or assembles information kits, edits informational materials drafted by subordinate public affairs specialists or unit UPAR's. Provides training to UPAR's on PA program policies, practices and processes.
StratCom: Plans and develops communications strategies and plans to engage internal and external audiences to amplify the Adjutant General and senior leader priorities. Creates new or adapts or modifies accepted communication campaign formats to reach a target audience with a specific message. Gathers solicited and unsolicited response data to assess campaign effectiveness in reaching the target audience; asses and makes recommendations for change. Coordinates the analysis of response data on communication campaign effectiveness with programs managers. Coordinates and evaluates the effectiveness of training and training materials and develops recommendations for program enhancement. Assists in formulation of long-range plans and policies to enhance public understanding, support and acceptance of Public Affairs programs and/or activities statewide.
Additional: Capable of conducting field and studio photography, videography and graphic design in support of Public Affairs initiatives throughout the state. Uses Adobe Photoshop suite of software to alter, adjust and manipulate photo, video, and graphic design products. Performs other duties as assigned.

Area 1: Current On-board Minnesota National Guard Title 32 Technicians who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed.
Area 2: Current Minnesota National Guard Title 32 Technicians who are in permanent or indefinite technician status as a result of being competitively hired at a sister component that is identified on the Position Vacancy Announcement (PVA), including onboard Title 5 employees that are also current members of MNNG; i.e. Army MNNG to Air MNNG, Air MNNG to Army MNNG.
Area 3: All Minnesota National Guard members currently assigned to the MNANG or to the MNARNG applying for a position within the component in which they are currently assigned. i.e. temporary technician or Traditional Guardsman.
Area 4: Currently assigned service members in other branches of the military outside of the Minnesota National Guard, to include those assigned to Active Duty, Reserve or other state's National Guard.
Area 5: All individuals able to and willing to become members of the Minnesota National Guard including prior service not currently assigned to a military component and non-prior service US civilians.
Evaluation Factors:
Candidates will be evaluated on the basis of appropriate education, experience, training, self-development activities, and special awards. Candidates are considered on the basis of available information on their current application and supporting information that has been provided to this office. To ensure full consideration, applicants are urged to submit information about their training, self-development, outside experience, activities and awards. National Guard military (Part-time) service is considered as full-time experience when evaluated against the qualification requirements for a technician position. The applicant is credited with actual number of months the member has been in the National Guard if the experience is related.
