Classification :
Provides advice and assistance to managers and/or supervisors (both Region and Installation) on classification matters for all positions assigned to their organizations. Determines appropriate title, series, pay band, and grade levels for white collar and craft and trade positions. Provides advice and assistance to current Region and Installation employees on classification and/or reclassification of position descriptions and general classification process information.
Recruiting/Staffing :
Provides analytical and technical advice and guidance to managers and/or supervisors on recruiting strategies and process, special programs, and relocation (e.g., Permanent Change of Station (PCS)) and retention programs.

Provides advice and assistance to, and collaborates with, CNIC NAF Region, and Installation staff on controversial and complex issues (e.g., Unfair Labor Practices, grievances, union collective bargaining agreement implementation, reorganizations, realignments, relocations, Business Based Actions, transfer(s) of function(s)).

General :
Develops communication materials to explain CNIC NAF HR policies. Participates in communications sessions with Regional and Installation NAF HR staff, managers, and/or employees to present information on subject area topics.
One year of specialized experience equivalent to the NF-04/GS-9 grade level. Specialized experience includes applying fundamental human resources principles, policies, methods, and practices to provide comprehensive human resources services and advising management on technical issues involving human resources.
A Ph.d or equivalent doctoral degree in Human Resources or a related field OR 3 full years of progressively higher level graduate education leading to a degree in Human Resources or a related field.
Selectees initially recruited from the United States and currently serving on a Transportation Agreement may be entitled to certain allowances as a Stateside hire..
