    Responsibilities

    The executive encumbering this position serves as the Deputy Manager – Y-12 and Chief Operating Officer – Y-12 of the NNSA Production Office (NPO) and is responsible for the overall management and the executive direction of technical programs, projects and activities performed by the NPO at the Y-12 National Security Complex (NSC). The mission of the NPO is to execute effective contract management and oversight to safely and securely maintain the nuclear weapon stockpile for the Nuclear Security Enterprise; provide enriched uranium for naval, research, and isotope production reactors; and support nonproliferation activities to reduce the global nuclear threat. The NPO has been specifically designed to implement the Department’s goal of improving cost effectiveness and efficiency through governance transformation.  These operations are vital to the national security and science and technology mission of the NNSA.  Decisions and recommendations made by the incumbent have a direct and significant impact on the ability of the NNSA to safely and securely support the national security mission through delivery of nuclear weapon components, dismantlement of nuclear weapons and secondaries, important research and technology development, compliance with ES&H requirements, and ensuring that the nuclear and/or hazardous facilities are ready to operate safely and securely.

    The Deputy Manager – Y-12 is a member of the Senior Executive Service and serves as the Contracting Officer’s Representative (COR) for all programs, projects, business, contract management, nuclear safety, engineering, safeguards and security, environmental, safety, health, and quality activities at the Y-12 NSC in Oak Ridge, Tennessee. The Deputy Manager – Y-12 represents the NPO Manager in negotiations and interactions with contractors, representatives of other government agencies (Federal, state, and local), and other DOE/NNSA organizational units.  The Deputy Manger – Y-12 serves as the alter ego of the NPO Manager and may serve as the acting Deputy Manager – Pantex in his/her absence.

    This position is a Senior Technical Safety Manager (STSM) position and has the direct responsibility for activities impacting the safe operation of defense nuclear facilities.   This requires that the incumbent must be a qualified STSM or have the ability to qualify as the STSM under the Federal Technical Capability Program and meet the requirements contained in the General Technical Base Qualification Standard, the STSM Qualification Standard, and Functional Area Qualification Standards.
