This position is in the Office of Planning, Analysis and Risk Management (OPARM), Enterprise Risk and Planning Staff (ERPS). OPARM oversees FSIS strategic planning, evaluations, surveys, enterprise risk management, internal controls, data collection and visualization, reporting, integration, and analysis. TIME-IN-GRADE REQUIREMENTS FOR MERIT PROMOTION APPLICANTS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level.

To be considered minimally qualified for this position, you must meet the basic education requirements for the job series and demonstrate that you have the required specialized experience. To qualify at the GS-13 level, you must have at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service that includes at least four of the following:
- Interpreting laws, regulations, and standards to measure compliance.
- Extracting data to conduct analysis of internal control performance reviews.
- Developing techniques to evaluate program performance results.
- Developing reports for briefings and presentations to senior leaders.
- Advising programs on how to improve internal controls to mitigate risk.
- Composing policies and procedures that govern program or organizational activities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Basic Requirements for Performance Auditors
A. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.
B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
- A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
