(1) Arkansas Air National Guard (AR ANG) Technicians; (2) All members of the AR ANG, (3) Individuals who are not members of the National Guard but who are eligible to acquire membership in an available and compatible military grade for excepted technician positions. (Upon selection, must be a member of the AR Air National Guard).
1. Serves as the Commander's principal advisor on Air Force Complaints Resolution and FWA programs ensuring compliance with legal and regulatory requirements, and ensuring the best interest of the Air Force and Airmen needs are met. Counsels the Wing Commander on actions related to the Complaints Resolution process. Promotes SAF/IG and NGB-IG's requirement of unimpeded/unfiltered access to commanders to execute responsibilities. Serves as an integral but autonomous member of the Wing Commander's senior staff, and acts as the Commander's eyes and ears to be alert for and keep the Wing Commander informed of the wing climate and matters that are indicative of systemic, morale, or other problems that may impede efficiency and mission effectiveness. Recommends measures and assists senior military and civilian leadership including wing and unit commanders in preventing, detecting, and correcting FWA and gross mismanagement. Develops and executes a recurring education program to ensure wing members are aware of and understand their rights and responsibilities regarding the IG Complaints Resolution and FWA programs through base websites and newspapers, bulletins, newcomer's orientations, leadership schools, staff meetings, commander's calls, and work area visits. Ensures the concerns of ANG, State employees, civilian employees, family members, retirees, and the best interest of the Air Force and ANG are addressed through objective fact finding. Informs local commanders, associate/tenant units and Geographically Separated Units (GSUs), of potential areas of concern as reflected by trends based on analysis of complaint data. Serves as wing liaison for congressional, presidential, and other high level inquiries. Wing authority for investigating allegations; reviews and assigns a variety of IG complaints, or inquiries that cover a diverse range of complex subjects and allegations in such areas as operations, logistics, personnel, human resources, security, finance, civil engineering, maintenance, training, or health care, that range from simple inquires to very complex issues that may result in further investigative matters that grow from the original complaint. Hears a variety of IG complaints, inquiries, and/or suggestions at any time from military members (including retired, active and reserve component), civilians, and dependents. Establishes policies and procedures for conducting complex complaint analyses from initial receipt of complaint through case completion/closure. Determines the most appropriate resolution path based on the complaint analysis result. Establishes methodologies for accomplishing difficult IG investigations when complaint analysis determines an investigation is warranted. Recognizes and resolves discrepancies and/or inconsistencies in complaint analysis, investigation, and findings. Analyzes complaints to discern those that fall under the jurisdiction of the IG office and those that fall within the jurisdiction of other authorities and uses the Automatic Complaint Tracking System (ACTS) database to manage all complaints. Evaluates or frames allegations including conducting interviews, fact-finding, and research of sufficient detail to substantiate or non-substantiated allegations of violations of laws, regulations, standards or policies. Plans, coordinates, initiates or directs the actions necessary to resolve the complaint and defines parameters for investigative efforts and tailors the techniques to fit each situation. Briefs IG staff members or investigation officers (IOs) on investigative duties/requirements and guide their on-going efforts. Trains IG staff members on Complaints Resolution. Writes and reviews reports of investigation, Referral Completion Reports, and Hotline Completion Reports utilizing the ACTS database. Works closely with SAF/IG, NGB-IG. GMAJCOM/IG, ANG/IG and State IG on appropriateness of investigations and determinations to resolve complaints. (35%)
2. Directs the operation, management and administration of the Wing CCIP composed of the Wing's Inspection, Exercise and Self-Assessment programs. Implements AFIS as an integrated, synchronized system of inspections conducted on behalf of the Secretary of the Air Force (SECAF), the Chief of Staff of the Air Force (CSAF) and commanders at all levels. Ensures AFIS presents senior military and civilian leadership with operational and inspection readiness information via an effective exercise and inspection program. Makes technical and executive decisions that direct short-, mid-, and long-term activities of the IG. Manages inspections/exercises, self-assessment and staff assistance visits (SAV), and ensures detailed and comprehensive reports with any corrective action taken are presented to the Wing Commander. As the Wing IG, coordinates with all associate/tenant units and GSUs and ensures training for all personnel is conducted as required.

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Military Grades: Officer
An undergraduate degree from an accredited college/university is mandatory. The degree work should include completed academic courses in business management, English grammar and composition, speech, statistics, public administration, human resources administration, organizational development, public administration, behavioral social sciences, and psychology. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.

3. Represents the Inspector General office and programs with a variety of wing/center and functional area organizations. Establishes, develops, and maintains effective working relationships with all organizations, commanders, senior military and civilian leadership, representatives from higher headquarters IGs, ANG/IG, other military service IGs, and external agencies to include the state's Joint Force Headquarters. Enhances openness and approachability by conducting or participating in official public meetings, newcomers' sessions, commander's calls, staff meetings and other wing/center, or unit gatherings. Meets with key customers and coordinating officials to assess customer satisfaction, explain organizational policy and procedures, and resolve problems that arise. Provides or ensures that subordinates provide customer guidance and training. Participates in special projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends appropriate actions or interpretation of issues that impact organization, wing, command, or agency. (20%)
4. Plans, directs, and manages the activities of the wing/center IG office, ensuring that all programs comply with legal and regulatory requirements and meet the needs of the organization. Manages IG programs designed to independently assess and report a unit's readiness, economy, efficiency, effectiveness, and state of discipline to execute a Wing's assigned missions. Develops goals and objectives that integrate IG programs with DoD, AF, NGB, and State objectives. Researches, interprets, analyzes, and applies guidelines, policies, and regulations related to the AFIS; Complaints Resolution Program; FWA Program; Strategic Plans and Programs; and the CCIP. Establishes policies and procedures for accomplishing the mission and operations of the wing/center IG office to ensure activities meet DoD, Air Force, SAF/IG, NBG-IG, ANG/IG, State and GMAJCOM policy directives and instructions. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Balances workload and provides advice, guidance, and direction on a wide range of policy, investigative, inspection/exercise, strategic planning, and administrative issues. Structures assignments to create effective and economical positions. Coordinates with other organization managers and customers as appropriate. Reviews organization mission, functions, and manning. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, training and space to ensure success in meeting goals and objectives. Provides advice to supervisor on significant issues and problems related to work accomplishment. Establishes metrics and utilizes analysis systems to ensure actions are timely and reviewed at critical points. Accepts, amends, or rejects work presented by subordinates. Performs self-assessments and presents detailed and comprehensive reports with any corrective action taken to supervisor. Follows-up to ensure complete and quality resolution of discrepancies. Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. Establishes procedures and serves as the wing/center point of contact on all IG matters and represents the Commander in interaction with higher headquarters IGs, State IGs, other military service IGs, other statutory IGs or other external agencies regarding IG matters. Performs Inspector General duties IAW the Council of the Inspectors General on Integrity and Efficiency's (CIGIE) Quality Standards for Inspection and Evaluation. (10%)
