This position is located in the Plans Branch of the Communications Flight, Mission Support Group, of an ANG Intelligence Wing. Its primary purpose is planning, development, and management of approved ANG and local communications architecture. This involves development of short and long range plans, management of IT projects, acquisition and control of IT equipment and services, tenants and geographically separated units. This position is under the direct supervision of the Communications Flight,SCX Branch Chief.
1. Develops short and long-range plans for base level information technology architecture. Ensures the staff coordination of all plans involving IT services and resources to include equipment, infrastructure, and personnel. Coordinates plans with a variety of personnel and organizations such as Logistics, Civil Engineering, Systems Telecommunications Engineering Manager at the ANG base level (CSI-3), Higher Headquarters, DOD Gateway Installations, and State agencies. Advises and provides guidance on implementation, impact, and future direction of IT. Plans, develops, manages, and enforces approved ANG and local IT architecture. Responsible for architecture documentation such as base IT strategic plan, blueprint, communications systems installation records, and cable plant records.
2. Develops and implements local information technology policy for management and implementation of base regulations, supplements, and customer guidance documents involving information technology. Interprets IT policy, regulations, public laws and executive orders, from a variety of sources such as higher headquarters, federal, state, and local governments to provide guidance to all supported customers. Manages the process to fulfill IT requirements for all supported agencies and customers. This involves validating, researching, costing, analyzing, coordinating, recommending, and implementing the best technical solution consistent with approved architecture and standards. Acquires IT equipment & services. Uses a wide range of methods for acquisition such as commercial contracts, government procuring activities, GPC cards, and other servicing communications agencies. Initiates contract requests, determines appropriate billing sources, provides a broad range of technical expertise in defining IT contract parameters, interacts with vendors, monitors contract performance, resolves problems, and certifies contract completion. Serves as the focal point for coordinating acquisitions with other servicing communications activities for all supported customers.
3. Assists in managing a centralized IT and Communications flight resource management program. Forecasts future resource requirements, prepares yearly budget, manages phasing and execution for all funds commodities assigned to Communications Flight. Ensures regulatory and legal requirements of IT management are maintained in accordance with established directives. Manages IT projects affecting supported customers. Define resources necessary to fulfill requirement, coordinates allied support, acquires or assures project materials are available, ensures completion of documentation required at all phases of the project, oversees project time lines, suspenses, and certifies project completion. Responsible for a wide range of commercial telecommunications requirements. Ensures certification of billing from local, long distance, and dedicated telecommunications providers. Ensures proper preparation of Telecommunications Request. Ensures annual Communications Service Agreements reviews and revalidations are accomplished.
4. Performs other duties as assigned.
