This position is located in the Office of Security, Personnel Security Division, Background Investigations Branch. The incumbent is responsible for determining the scope of investigations and performing other personnel security duties in support of SEC's investigative program. The position is responsible for all case intake, initiation of e-QIP forms and acceptance of security requests for purposes of conducting national security and HSPD-12 investigations. May also conduct investigative inquiries via automated record checks in accordance with federal law and investigative standards. The position is located within the Ronald Reagan Building, Washington DC.
As a Personnel Security Specialist, you will:
Direct experience working with an Agency with Delegated Authority to conduct Personnel Security Background Investigations to include scoping of investigations, generating leads, conducting follow-up of outstanding inquiries, determining temporary access and clearance decisions, full issue resolution, and extensive knowledge of the 5-Tier Federal Investigative Standards. Direct and comprehensive knowledge of Executive Orders 10450, 12968, and Public Law 108-458, the Intelligence Reform and Terrorism Prevention Act of 2004; and, the Privacy Act of 1974. Direct knowledge of the Electronic Questionnaire for Investigations Processing (eQIP) system for submission of security clearance investigations and periodic re-investigations.
Time-in-grade requirements must be met by the closing date. This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
ICTAP candidates will be referred to the selecting official if they are found well qualified.
