The incumbent serves as a full assistant to the Chief, Facilities Management Service (FMS) in the management of Facilities Management Service's program responsibilities, and has the full authority of the Chief, Facilities Management Service in his/her absence. He/she is responsible for the planning, organizing, directing, evaluating, and management process for the Service that includes setting qualitative and quantitative standards. Manages service functions including station-level project planning, design and construction, building, equipment, medical equipment, utility systems, grounds maintenance and repair, and energy management. Develops capital improvement and non-recurring maintenance programs. Supervises station-level construction projects and assures compliance with design. Develops programs to assure compliance with various codes and regulations such as VA, OSHA, EPA, NFPA, CAP and Joint Commission. Provides assistance and advises medical staff in the selection of medical equipment, utilization of space, and other operational issues. Provides professional engineering consultation to medical and administrative staff at all facilities Guidelines and instructions are general and require professional judgment and resourcefulness to develop solutions and produce desired results. Based on professional education, training and knowledge, incumbent is given latitude in performing functions with minimal technical direction. Results of work are considered technically authoritative and are accepted without significant change. Acts as the Assistant Cultural Resource Management Officer responsible for compliance with historical preservation
regulations. Incumbent participates in various committees and boards whose functions are not limited to engineering programs. Contacts are with engineers and managers at network, headquarters and other facilities, procurement personnel, private architects and engineers,
managers and staff of other services, medical center executives, contractor personnel, manufacturer's representatives, vendors and subordinate staff. Contacts are to advise, communicate and/or obtain information, influence, negotiate and resolve problems and issues.
Incumbent must possess professional engineering knowledge and skills relating to facilities, systems and equipment. Annual recurring FMS budget of $14 million and a three year projected project budget of approximately $12 million. Projects include major and minor construction,
leases, renovations to relocate or establish new clinics, site preparation and installation of specialized equipment such as CT and MRI units, building renovations and new construction. These projects are critical to the operation of the facilities and require phasing to minimize
impact on patients and staff.
