The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 600 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.

Key responsibilities include serving as a point of contact within the CAO and to other House offices for legal advice; reviewing draft policies and procedures to ensure compliance; researching legal, policy, and administrative topics to resolve issues and assist other Administrative Counsel staff, particularly related to technology-related projects involving CAO House Information Resources (HIR); reviewing leases and otherwise assisting Member Offices with the leasing and contracting process; and drafting and reviewing memos and other documents.
Grade level at time of appointment is determined by experience and designated level of responsibility. The position does not have day-to-day supervisory/managerial responsibilities but may on occasion be required to assume a supervisory role when assigned lead responsibility on large or complicated projects.
• Provides legal advice and counsel to CAO business units and House offices as requested, including on issues of technology and cybersecurity, appropriations/fiscal law, contracting/procurement law, administrative law and other related topics.
• Researches legal, policy, and administrative issues that evolve from the operations of the House, in particular on technology-related topics.
• Assesses current and proposed CAO policies and procedures on a variety of topics.
• Advises on, researches, and drafts legal memoranda and other documents; provides timely information to senior counsel and other stakeholders within and external to CAO as needed.
• Reviews Member District Office Leases and Long-term Vehicle Leases for compliance with House regulations and federal law; serves as point of contact for questions concerning House leases.
• Assists Member Offices with the complete lease process, including development of lease terms.
• 3-5 years of legal experience, ideally with an emphasis on technology issues and familiarity with the legislative process at the national level.
• Undergraduate and legal degrees from an accredited college or university.
• Member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.
• Ability to establish and maintain working relationships between CAO business units and other House offices.
• Must successfully complete a criminal history records check.
• Employee may be subject to drug testing in accordance with the CAO Drug Free Workplace Plan.
