    Summary

    This position is located in the Health Information Management Section of the Business Service at the San Francisco VA Health Care System. The incumbent in this position is responsible for providing professional consultation, administrative assistance and health record support to the Health Information Management Managers and to the San Francisco VA Health Care System.

    Responsibilities

    GS - 7 Medical Records Administrator (HIM Specialist) Duties include but are not limited to the following:

    • Serves as technical specialist in the broad scope of health information related matters and provides advice and guidance on the HIM program in relation to issues such as, but not limited to, documentation requirements for coding, liability issues, advance directives, informed consent, scanning processes, patient privacy and confidentiality, assessments by the Office of Inspector General and The Joint Commission;
    • Conducts research on and coordinates projects and studies of records systems;
    • Analyzes situations or processes and recommends improvements;
    • Assists in writing health information policies and procedures.
    • Assists in conducting quality assurance studies of hard-copy and/or electronic health record processing.
    • Serves as an electronic health record liaison;
    • Analyzes clinical and administrative processes related to information flow;
    • Tests and verifies software packages prior to activation in production mode;
    • Participates in facility committees and subcommittees related to health information and provides technical advice;
    • Participates in training related to Healthcare Information Systems;
    • Provides consultations to staff and oversees day-to-day operations in coding, medical record review and record processing, medical record file room and document scanning, release of information, and transcription sections, review and analyze information reported into data systems and provide recommendations for more efficient use of resources to medical center management;
    GS - 9 Medical Records Administrator (HIM Specialist) duties include but are not limited to the following:
    • Performs all duties of the GS-7 Medical Records Administrator;
    • Determines the scope of the study, formulates a plan of action, designs and creates study tools, tabulates results, summarizes findings, makes recommendations, and produces management reports;
    • Analyzes situations or processes and recommends improvements or changes;
    • Writes health information policies and procedures that reflect new or revised approaches to
      management of health information and contribute to ensuring that regulatory requirements are met when revising policies and procedures;
    • Performs work related to all areas of HIM as well as collaborates with other departments within the medical center to improve performance and patient care;
    • Compiles, reviews, abstracts, analyzes, and interprets medical/legal data incidental to a variety of patient care and treatment activities;
    • Coordinates with software developers in the local testing of software;
    • Troubleshoots daily operating problems with relevant software;
      Corresponds with physicians to provide required education and documentation requirements;
    • Plans, develops, and conducts internal review on activities for clinical service lines for the purpose of developing improved techniques and to better meet organizational billing goals.
    GS - 11 Medical Records Administrator (HIM Specialist) duties include but are not limited to the following:
    • Performs all duties of the GS-7 and the GS-9 Medical Records Administrator;
    • Assists the Chief, Health Information Management (CHIM) and the HIM Department in identifying and setting goals, program objectives and tasks to meet the mission;
    • Provides subject matter expertise to Service Line Leaders, and medical center staff;
    • Provides training for HIM, clinical and administrative staff on HIM topics;
    • Designs and performs quality improvement projects regarding HIM issues;
    • Keeps current on emerging issues and trends in the health information management field;
    • Performs audits and analyses, preparing and presenting findings and recommendations to the CHIM, Service Line Leaders and medical staff;
    • Reviews, analyzes and reports HIM performance monitors;
    • Advises Principal Investigators and other clinical staff with retrieving health care data;
    • Serves as the point of contact for medical record corrections. Documentation corrections may consist of retracting erroneous notes, re-titling notes, assigning notes to or removing from consult requests;
    • Problem solves improperly identified documents;
    • Assists and provides guidance to supporting clinical services;
    • Selects, compiles and trends medical, surgical and statistical data from numerous components of the health record;
    • Retrieves diagnostic and statistical data for various reports required;
    • Conducts studies, analyzes findings, and makes recommendations to management on the effectiveness and efficiency of substantive, revenue management program operations;
    • Develops and implements action plans to ensure that workload capture is appropriate;
    • Responds to questions or issues related to that user class;
    • Serves as the Contracting Officer Representative for Transcription, Coding and Records Management / Storage.
    Work Schedule: Monday thru Friday, 8:00 am to 4:30 pm
