If selected, you will be placed in a developmental position as a Tax Specialist, GS-0526-5/7 with promotion potential to the GS-09 in the Large Business and International (LB&I) or Appeals division.
WHAT IS THE LARGE BUSINESS AND INTERNATIONAL (LB&I)DIVISION? The Large Business and International (LB&I) business unit provides service and enforcement activities to support tax compliance of businesses and related entities with assets of $10 million or more, as well as small U.S. businesses engaged in international, U.S. citizens abroad, and foreign persons and businesses with a U.S. tax requirement.
WHAT IS THE APPEALS DIVISION? Independent by statute, staffed by highly trained professionals who provide mediation for any taxpayer contesting IRS compliance actions. Appeals is the last opportunity for the IRS and a taxpayer to resolve disputes prior to litigation, and ensures that all taxpayers can receive an impartial review of their tax case.
WHAT DOES A TAX SPECIALIST DO?
The following are the duties of this position at the GS-9. You will have the opportunity to learn to perform these duties and will receive training to help you grow in this developmental position.

In order to successfully complete the Recent Graduates Program, you must complete 1 year in the position, a minimum of at least 40 hours of interactive training, and demonstration of successful job performance. If for any reason you do not successfully complete the program, you will be returned to the previous grade of the same or similar position you previously held within IRS prior to being selected for the Recent Graduates Program.
In the Recent Graduates Program you may qualify based solely on education, experience or a combination of both. You must meet the following requirements by the closing date of this announcement:
BASIC REQUIREMENTS: Applicants at all grades must demonstrate their knowledge of Principles of Accounting. Candidates demonstrate this knowledge either through successful completion of 6 semester credits hours or 9 quarter credits of college level accounting work or by successfully passing an IRS administered accounting assessment.
AND
In addition to the above, you must meet the requirements described below:
GS-5 LEVEL: You must have three years of general experience one year of which was at a level of difficulty and responsibility equivalent to the GS-4 in the Federal Service. General experience for this positions includes: Experience providing general knowledge of business practices. Such experience may have been gained in government, business or industry, investigative work, banking, law, accounting, or other work appropriate to the position to be filled.
OR
EDUCATION: Bachelor's or equivalent degree at an accredited college or university.
OR
CERTIFICATION: A certificate as a Certified Public Accountant (CPA) obtained through written examination in a State, territory or the District of Columbia.
GS-07 LEVEL: SPECIALIZED EXPERIENCE: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service. Specialized experience for this position includes: Experience using substantive knowledge of business practices, basic accounting principles, and Federal tax laws and regulations; and that required the ability to audit tax records, analyze systems and bookkeeping, use fact-finding techniques, and develop interpersonal skills.

EDUCATION: Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in your major field of study or those courses in your major completed in the last two years of study, or rank in the upper one third of your class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.
OR
EDUCATION: One year of graduate education in a related field of study such as: business administration, finance, accounting, auditing, taxation, law or other related fields.
For Grades 5 through 7: You may qualify with a combination of qualifying education and experience. Options for qualifying based on a combination will be identified in the online questions.
In addition to the above you must have, within the previous 2 years, completed all educational requirements for a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; or intended graduation is no more than 9 months from date of application.
*Veterans (as defined in 5 U.S.C. 2108) who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2 year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study.
- The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.
