This position is located in the Flight Program Operations, Safety Operations Directorate, AJF-3000. The Director, Flight Program Safety is responsible for administering and executing all aspects of the Flight Program Operations 14 CFR Part 5 Safety Management System (SMS) associated with its 14 CFR Part 135 Air Operator certificate, as well as safety oversight of a contracted 14 CFR Part 141 Pilot School and other related organizational safety functions.
As Director, executes ground safety programs, to include environmental management system, and occupational safety and health programs. Serves as liaison with the Air Traffic Organization, Safety & Technical Training (AJI), Director of Safety. Monitors and provides oversight of flight, maintenance, ground, and facility safety practices. Provides safety education, and proactively analyzes data to mitigate and prevent incidents and accidents. Ensures all aspects of the safety program complies with applicable regulations to include but not limited to: aviation safety programs, ground safety programs, facility safety programs, and safe aviation operating practices. Recognized as the Flight Program Operations focal point on safety matters, administers the safety program and makes recommendations to improve safety in the workplace.
Directs the work of subordinate employees and/or managers for more than one organizational unit/project/program within a major subdivision. Work usually includes a mixture of routine and complex projects/programs based on the objectives of the major subdivision/the Air Traffic Organization Line of Business (ATO LOB). Managerial duties typically affect managers and employees for more than one organizational unit/project/program, and include: strategic planning, communicating the organization’s vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate.
Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational unit/project/program. Manages budget and either reallocates resources among organizational units/ projects/programs or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements.
Applies an advanced knowledge of 14 CFR Part 5 SMS, aviation safety programs, aviation safety standards and safe aviation operating practices to direct and coordinate resources of a large-scale organization that operates in a 14 CFR Part 121, Part 135, Part 91, or Part 141 environment and an advanced knowledge of budget, human resource management, and other administrative policies and procedures; and an advanced understanding of the objectives of the major subdivision. Responsible for keeping the flight program's senior officials fully informed about the safety status of the organization.
Contacts are primarily within Flight Program Operations, major subdivision and the LOB/SO with subordinates, peers, and higher level managers to discuss the status of projects/programs and to plan for the future. May have frequent contact with customers, other government entities, and other external parties to interpret policies/procedures or for other project/program purposes. Has authority to make commitments for Flight Program Operations, within guidelines.
Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution.
TO QUALIFY AT THE FV-K (GS/FG-15) level you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to the FV-J (GS/FG-14) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
SPECIALIZED EXPERIENCE (examples include but are not limited to the following): Experience dealing with occupational, and environmental laws, rules, and regulations in accordance with 14 CFR Parts 5, 121, 135, and 141. Air carrier line experience, knowledge of human factors and aviation safety concepts, and a working knowledge of current aviation regulatory guidance and Safety Management Systems (SMS). Experience providing oversight and ensuring readiness in the event of emergencies, including safety training and scheduling. This includes establishing and maintaining emergency response plans and ensuring safety and security of facilities, employees and properties.
