    Summary

    Due to the Pandemic, and individual states with different phases of reopening, the selectee’s report date to the official duty station/facility may be delayed until such time as employees are allowed to report to the workplace. The person selected may telework up to the maximum extent possible, up to and including full time, until it is safe to relocate.

    Responsibilities

    The incumbent of this position serves as the team lead over the administrative support duties within the Business & Resource Support Office, AMK-020. Is a recognized subject matter expert in a specialized area and provides leadership for highly complex and challenging activities under the minimal direction of the Enterprise Services Center (ESC) staff Manager.

    Acts as a subject matter expert team lead and contributing specialist on large work activities or as a project manager for large projects. Performs most tasks independently. As the Team Lead, reports to the branch manager on performance, progress and training needs of the employees, and on disciplinary problems. Makes recommendations to the branch manager as requested regarding promotions, reassignments, recognition, and personnel needs. Approves or disapproves leave request for up to two hours. Resolves simple information complaints of employees and refers others to the branch manager. Communicates assignments, projects, and problems to be solved, to include deadlines and milestones for completion. As the Team Lead, defines, plans, and organizes assigned resources to accomplish organizational objectives. Allocates resources to accomplish large or small work activities within established schedules.

    Applies experience and expert workforce planning knowledge on policies, procedures, regulations, and issues/trends to management, the local AJF-C400 office, task leads, and other program managers on all matters relating to the workforce planning function. Typical assignments may include: Planning, organizing and coordinating activities to improve the overall operations of ESC; tracking and analyzing data to ensure compliance with policies and procedures; providing guidance to less-experienced professionals in day-to-day operations; identifying, analyzing, recommending solutions for complex/difficult problems, workforce planning, business planning, establishing internal processes, awards, and any associated automated systems. Develops new or modified work methods, organization structures, management process guidelines and procedures, internal controls, and automated work processes for the conduct of administrative support functions.

    Responsible for providing staff support to the Enterprise Services Center related to planning, evaluating and administrating workforce management programs. Supports management in confidential related personnel matters in the preparation of bargaining unit negotiations which includes but is not limited to the development of responses to bargaining unit inquiries, grievances, and notifications to union representative.

    Develops internal procedures for ESC business processes. Analyzes all aspects of the processes to ensure adherence to applicable policy, process efficiency, customer service impact and appropriate documentation of the workflow and consistent audit trails. Recommends changes as appropriate ensuring that applicable laws, regulations, and departmental policies are met and accuracy is maintained.

    Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. Work is reviewed at project completion to ensure policy compliance and alignment with project requirements. Provides expert guidance and instruction both internally and externally to address diverse, complex issues which often cross multiple projects, programs, and/or functional areas. Develops and recommends approaches to address current and anticipated problems and issues.

    Personal contact are both internal and external and include ESC employees and managers, other region/center employees and managers, and customers' employees and managers. Often represents ESC as a principle point of contact to provide workforce planning advice and guidance. Recommends solutions and strategies on major projects to senior management.

    Occasional travel - The job may require travel from time- to-time, but not on a regular basis. The travel may be for training or other work-related duties.
