Employees must be within a 150-mile radius of their official assigned post-of-duty (POD) while in a telework status. Telework eligibility does not guarantee telework; employees must meet and sustain IRS telework eligibility requirements and supervisor's approval to participate in the IRS Telework Program. You must meet the following requirements by the closing date of this announcement:
BASIC REQUIREMENT : Bachelor's degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing
OR
Combination of education and experience -- courses as shown above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: GS-14 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: experience that demonstrates the ability to manage multiple assignments that required a wide range of knowledge of management and program oversight; public and/or business administration or public policy; qualitative and quantitative methods; planning policies and procedures; negotiation techniques; and oral and written communications; and a knowledge of computer applications sufficient to prepare written reports, spreadsheets, statistical tables, and flowcharts; Examples may include assignments where you performed the full range of project management principles, practices, methods, and techniques; conducted analysis of issues broad in nature, and/or of strategic importance; developed new approaches and/or refined existing techniques; and/or developed and implemented policies with broad impact.
In addition to the above, in order to be eligible, applicant must possess specialized experience interpreting, analyzing, and managing large workforce data sets to identify potential barriers and trends related to diversity and inclusion. Designing, developing, and maintaining data in the form of metrics scorecards, reports, analyses, dashboards, etc. to inform diversity strategies, drive key business decisions, and communicate key human capital concepts to readers. Transform and present data using visible, clear, and compelling graphics that communicate findings and recommendations that drive leaders to take action on the result.
MEET TIME IN GRADE (TIG) REQUIREMENT: For positions above the GS-05, applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for.
-Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

EDUCATION DOCUMENTATION

Five (5) positions are located in Small Business /Self Employed (SB/SE), Operations Support, Business Development, Research. The incumbent will remain in their assigned POD.
