As a Management & Program Analyst (Project Manager) (Agency Solution Project Manager), you will:
- Promote the financial integrity and operational efficiency of the federal government through exceptional accounting, financing, collections, payments and shared services.
- The primary purpose of this position is to manage the entire project management lifecycle of Payment Integrity Center of Excellence (PICOE) efforts of varying scope to address Federal Program Agency improper payment challenges, often having a Governmentwide reach and impact. This includes performing coordination and execution of stakeholder workshops, forums, demonstrations, and requirements gathering sessions with customers (i.e. Federal Agency, financial institutions, National Automated Clearinghouse Association (NACHA), industry, etc.) to share and elicit Payment Integrity service offerings, competencies, and solutions.
- Apply problem solving, research and analytical skills in all facets of this position to complete procedures, address customer needs, and make recommendations for improvements in accordance with FS rules, regulations, policies, and guidance; moreover, consideration is given to new legislation or Treasury/Fiscal Service policies targeted at targeted at preventing, reducing and mitigating improper payments. Work is performed both independently and as the leader of a project team.
- Plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve work processes, targeted at preventing, reducing and mitigating improper payments. Work is performed both independently and as the leader of a project team.
- Provide expert consultation and guidance concerning Payment Integrity program requirements to the PM staff as well as various stakeholders. Collect, consolidate, coordinate, analyze, edit, and develop input requirements for the PM/Data Integrity programs and plans. Develop original materials to accurately portray, in narrative and statistical forms of the programs mission areas and the major new initiatives, increases/decreases to existing program and significant program adjustments.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes applying analytical and evaluative methods and techniques to a broad range of functional areas related to Continuous Process Improvement.
Examples of such experience could include:
- Researching ways to remove unnecessary waste or steps and drive down errors and costs (LEAN); OR
- Identify process improvements to reduce costs or improve quality (Six Sigma); OR
- Analyzing the cost and benefit of a project or implementing a program (Cost Benefit Analysis); OR
- Developing new methods or processes in a shorter period of time (Rapid Improvement Events); OR
- Creating diagrams or maps to identify waste, reduce process cycle times, and/or implement process improvement. (Value Stream Mapping); OR
- Finding the limiting factor or weakest link to improve performance or processes to reach a goal (Theory of Constraints).
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
