The incumbent of this position serves as Regional Administrator, with direct responsibility to the Assistant Secretary for planning, programming, executing, controlling, and evaluating the administrative and technical aspects of OSHA regional activities, including the substantive operating programs for: (1) inspection and compliance; (2) State program administration; (3) education and training; (4) health and safety standards development; (5) Federal Agency occupational safety and health; (6) consultation and advisory services; and (7) special programs. All of these programs are complex in nature, both procedurally and substantively, and involve sensitive and controversial missions and goals, requiring the development of a balanced and integrated program of management and execution to ensure that the benefits prescribed by the Act are afforded all workers in the Region.
The incumbent directs, controls, evaluates, and provides technical policy and administrative staff assistance to operational Area and District offices, which are responsible for the inspection, enforcement, and compliance efforts through on-site investigations conducted by Compliance Safety and Health Officers (CSHO), to ensure that these are administered fairly, uniformly, and accurately within the framework of established standards and policies.
The incumbent provides continuing awareness, education, and training programs for the Regional and Area staffs, State personnel, the Federal sector in the Region, and employers and employees and others in the private sector, to increase professional competency and promote better understanding and acceptance of, and voluntary compliance with, OSHA's programs and to encourage technical professionalism in programs designed to improve safety and health in the workplace.
The incumbent provides guidance for Federal Agency safety and occupational health programs in the Region, under Section 19 of the Act.
As the principal Federal occupational safety and health official in the Region, the incumbent advises the Assistant Secretary on all program aspects including observations, conclusions, and recommendations. Confers with top State and local officials, representatives of business, commercial and employee groups, and the public, to explain their responsibilities under the Act and to encourage their roles as active participants in the immediate and long range improvement of the safety and health posture of workers.
