The Regional Dispatch Center provides communication, informational and immediate contact support for day-to-day emergency, non-emergency and all-risk incidents including law enforcement, medical dispatch, search and rescue, wildland and structural fire to employees, park partners, visitors and mutual aid to city, state and federal entities in the Metro St. Louis area and sites within the MWR. The Regional Dispatch Center directly supports the Gateway Arch National Park (JEFF), Ozark National Scenic Riverways (OZAR), Ulysses S. Grant National Historical Site (ULSG), Tallgrass Prairie National Preserve (TAPR), Herbert Hoover National Historical Site (HEHO), Effigy Mounds National Monument (EFMO), Wilson's Creek National Battlefield (WICR) and Federal/State Agencies to include the Department of Justice (DOJ), Federal Bureau of Investigations (FBI) and Missouri State Highway Patrol (MOHP).
The center operates 24/7/365 and major duties include: (1 ) Monitor all radio traffic, telephones & CCTV system in support of operational security, law enforcement & anti-terrorism; (2) Obtain law enforcement and sensitive information from computerized systems to include REJIS, MULES, NCIC & NLETS, and internet sources requiring a thorough knowledge of each systems capabilities and the methods to retrieve the needed data; (3) Transmits, receives and relays official messages via radio, & telephone; (4) Operates a voice and radio recording system. Regularly checks and maintains the system are in operational order assuring transmissions are being properly recorded and archived for any future use; (5) Must make sound independent decisions and exercise sound judgments under stressful situations. Must prioritize, and react to, multiple, and simultaneous incidents of both emergency and non-emergency situations.
Physical Demands: Work is performed, often alone, in a confined space for eight hours at a time, which limits, and sometimes eliminates, break opportunities. Work is often of an emergency nature and is emotionally stressful. Due to the nature of work at this all-risk incidents Regional Dispatch Center, incumbent may have to work holidays, report for duty during adverse weather conditions, report for duty, and be expected to work prolonged hours. Dispatchers are considered Essential Personnel. Incumbent is subject to shift work and uncommon tours of duty. Work requires use of the voice in vocal communications for periods of hours at a time. Voice must be clear, audible, and tone effective with words plainly spoken and understandable. Incumbent must be able to hear clearly and discern a variety of audible communications and signals simultaneously. Incumbent must possess manual dexterity sufficient to operate computer terminals/keyboards and related equipment efficiently and to maintain both digital and written logs. Work involves occasional lifting of boxes and supplies up to weights of 40 pounds.
Work Environment: Work is performed in an adequately lighted and climate-controlled office. The setting is typically confined and secure, and entrance and egress is controlled. Incumbent may not leave the Center unless relieved by another dispatcher. Noise levels are routinely high due to electronic equipment, telephones, radios, HVAC, and other discussions ongoing in the performance of duties. Contacts with fellow employees or members of the public may occasionally be stressful, primarily when those contacted have recently been involved in a law enforcement or public safety incident. Work requires the ability to sit for extended periods of time working at a computer. The work schedule may involve assignments at night and on weekends.
There is no substitution of education for experience at the grade level(s) of this announcement.
