    Mission Support Services oversees the Air Traffic Organization's (ATO) activities in Air Traffic Strategy, Policy, and Execution to plan and integrate new technology, airspace modernization, and procedures into the National Airspace System (NAS) more efficiently and effectively.

    Responsibilities

    As the General Engineer, he/she applies experience with and comprehensive knowledge of several engineering disciplines such as Electrical, Electronic and Mechanical engineering to serve as either the Project or Implementation Lead for Federal Aviation Administration (FAA) large-scale infrastructure programs that transform, modernize and sustain the National Airspace System (NAS). As a principal technical specialist, he/she applies System Engineering technical management processes and tools such as configuration management, technical performance measures tools and technical design tools to facilitate the development of the program acquisition approach, define program scope and coordinate an integrated Master Plan. He/she applies experience tracing system requirements using software architecture to oversee the development and management of requirements so they align with system functionality and are traceable. He/she leads system engineering team efforts to define system requirements, conduct alternatives analyses, and develop program business cases.

    Using comprehensive knowledge of Acquisition Management System policies and processes, he/she evaluates the preparation and implementation of an Acquisition Strategy with an on-going risk/opportunity management process. The incumbent formulates an Acquisition Strategy that includes a comprehensive contracting approach that incorporates risk mitigation strategies. He/she uses advanced automated tracking systems such as Oracle and Delphi to apply and track the program according to FAA policy for financial planning, programing, budget development and execution.

    The incumbent applies experience using advanced automated tools and financial systems, to create graphics and charts for inclusion in presentations to senior officials. He/she leads efforts to structure an effective requirements development and management effort that traces engineering and technical specification back to the user's system requirements. He/she plans, monitors, and conducts special projects, studies and initiatives; and conduct quantitative and qualitative analyses. Analyzes highly complex and challenging problems, identifies significant factors, gathers and interprets pertinent data and applies established rules and procedures in order to recommend effective solutions.

    Contacts are internal and external to Mission Support Services. The engineer may act as a senior technical point of contact for specific projects. He/she plays a lead role in drafting, reviewing and editing reports or contractual documents for final approval prior to external distribution. He/she represents the FAA in presenting briefings to obtain consensus/approval on policies. Coordinates significant technical issues and alternatives with representatives from program offices, and private industry. The incumbent applies an understanding of labor organizations to decision making and planning. Provides advice and instruction internally and externally.

    Although the incumbent uses broad policies and objectives, the incumbent develops new and innovative alternative approaches. The incumbent develops plans, techniques and policies to address current or anticipated problems and issues. He/she resolves all, but unique, technical problems without the intervention of a more experienced engineer or manager. The Team Manager rarely reviews work, typically through status reports and at completion for technical compliance and alignments with the requirements of projects and/or other work activities. The incumbent provides mentorship and training to other team members at the same level or below.
