The Deputy Assistant Director, National Risk Management Center serves as a senior CISA official and identify opportunities for collaboration with public-private cyber and physical security partners to mitigate risk to National Critical Functions. The national critical functions of government and the private sector are so vital to the United States that their disruption, corruption, or dysfunction would have a debilitating effect on security, national economic security, national public health or safety, or any combination thereof.
Specific responsibilities include:
Regularly interacts with Interagency and Industry executives for purpose of identifying collaborative risk management strategies.
Advises the NRMC Assistant Director and CISA leadership on organizational decisions required for successful mission execution to include administration, management, and resource requests.
Provides executive leadership in establishing an organizational culture. Provides leadership in motivating and ensuring the professional development of NRMC personnel and ensures full compliance with all DHS requirements regarding quality, training, excellence, diversity and ethics programs; and supervises the strengthening of knowledge management expertise for NRMC to ensure the most efficient and effective use of the Directorate's data investments.
Provides leadership and guidance for planning, allocating resources to, and developing long-range goals and milestones that support mission and strategic objectives; provides subject matter support ensuring plans and programs are budgeted for and are ready for implementation to support CISA goals and milestones; defines objectives and makes decisions that impact cost, supportability, and performance of the operations, systems, policies and personnel for NRMC; and directs program evaluations and reviews program activities to ensure policy compliance and agreement with administration and department goals and objectives.
Oversees the preparation and execution of annual and supplemental budgets; long-term human capital plans; and facilities, communications, and information technology strategies.
Defines objectives and makes decisions that impact cost, supportability, and performance of the operations, systems, policies and personnel for NRMC.
Represents the organization by speaking on behalf of the organization with public private partners and organizations, Congress, the White House, General Accountability Office, Policy Coordinating Committees and working groups, external conferences, interagency meetings, and other forums, to include briefings and presentations.
Serves as one of CISA's Principal Executives identifying opportunities for collaboration of risk management activities across the directorate, DHS and with other federal agencies, specifically leading short term initiatives based on the known cyber threats to critical infrastructure.
Supports activities to mitigate risk to national critical functions, considering the full spectrum of cross-sector risk registries and dependency analysis.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Mandatory Technical Qualifications listed above.
The ideal candidate will have experience supervising employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector or non-governmental organizations.
Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.
