THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
A Victim Advocate Coordinator, GS-0301-09, Ensures overall local management of sexual assault awareness, prevention, training, and victim advocacy (VA). Provides collateral duty victim advocate support by providing, along with the with the JFHQ SARC, advice, guidance or victim services question clarification. Incumbent is required to maintain a network of victim advocacy services contacts to ensure 24/7 availability. Provides comprehensive advocacy services to individuals exhibiting a wide range of issues related to being a victim or survivor of sexual assault. Assist victims in developing safety plans, conduct a risk assessment, and provide emotional support, crisis intervention, prevention awareness and education to victims. Works with the JFHQ SARC to support state National Guard (NG) units in the completion of required training and may conduct training as needed. Training may include: State and unit Victim Advocates, ARNG SARC/SHARPs at brigade and battalion, SARC/VAs at Wing and Squadron, Case Management Group (CMG) members, first responders and prevention and awareness information. Conducts educational and training workshops/seminars about the prevention of sexual harassment in coordination with Equal Opportunity Advisors (EOAs) and State Equal Employment Managers (SEEM). Ensures victims of sexual assault receive all needed guidance and emotional support during administrative, medical, investigative, and legal procedures, and that victims understand the processes involved and that Personal Identifying Information (PII) data will be collected, reported, and maintained only for unrestricted report cases. Accompanies victims and provides support in securing medical treatment for injuries; safe shelter; protective orders; court hearings; support before, during and after trials; appointments; educational services; transportation; financial services, and follow-up assistance. Serves on the Sexual Assault Review Board (SARB) or Case Management Board. May serve on community boards and committees representing the SAPR and SHARP Program. Addresses victim services as they relate to sexual assault. Serves as the point of contact in coordinating victim care from initial report to resolution of victim's health and well-being, providing comprehensive assistance and liaison to and for victims of sexual assault and referrals to civilian agencies for those victims of spouse abuse; serves to educate personnel within the state's ARNG and ANG units regarding the most effective responses to sexual assault on behalf of victims and at-risk individuals. Performs other duties as assigned.
CONDITIONS OF EMPLOYMENT
EDUCATION: In general, the VAC GS-0301-09 position applicants must have valid awarded high school diplomas. The VAC candidates may have completed specific college course work that meets the requirements for a degree in a particular field, such as psychology, social sciences, human resources, or education; and, may have at least 24 semester hours of completed college course work in the social sciences. All VAC candidates must provide official transcripts from accredited universities or colleges, as applicable. The coursework and pertinent volunteer experience, in fields associated with those specified in the position description, are acceptable only where it clearly provides applicants with the background education and competency necessary for successful job performance such as, studies in the Social Sciences, Psychology, Social Welfare, Education, or Human Resources.

Area 1: Current On-board Minnesota National Guard Title 32 Technicians who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed.
Area 2: Current Minnesota National Guard Title 32 Technicians who are in permanent or indefinite technician status as a result of being competitively hired at a sister component that is identified on the Position Vacancy Announcement (PVA), including onboard Title 5 employees that are also current members of MNNG; i.e. Army MNNG to Air MNNG, Air MNNG to Army MNNG.
Area 3: All Minnesota National Guard members currently assigned to the MNANG or to the MNARNG applying for a position within the component in which they are currently assigned. i.e. temporary technician or Traditional Guardsman.
Area 4: Currently assigned service members in other branches of the military outside of the Minnesota National Guard, to include those assigned to Active Duty, Reserve or other state's National Guard.
Area 5: All individuals able to and willing to become members of the Minnesota National Guard including prior service not currently assigned to a military component and non-prior service US civilians.
Evaluation Factors:
Candidates will be evaluated on the basis of appropriate education, experience, training, self-development activities, and special awards. Candidates are considered on the basis of available information on their current application and supporting information that has been provided to this office. National Guard military (Part-time) service is considered as full-time experience when evaluated against the qualification requirements for a technician position. The applicant is credited with actual number of months the member has been in the National Guard if the experience is related.
