This National Guard position is for a SECURITY SPECIALIST (T5), Position Description Number T6002600 and is part of the AL 187TH Fighter Wing, National Guard.

1. Executes the SAP information security program. Participates as a security professional in the development, testing, fielding, and protection of advanced and special access program technologies. Researches, interprets, analyzes and applies security guidelines as directed from various sources for local application. Implements security plans and procedures, to include standard operating procedures, system security, program test, treaty preparation, deployment, and operations security (OPSEC) plans for personnel and facilities that support advanced or special programs and sensitive compartmented information (SCI) material. Conducts and documents regular self-inspections of SAP facilities and operations. Assists a higher-graded specialist to assess the SAP security posture and set goals and courses of action to correct deficiencies.
2. Executes the SAP personnel security program. Ensures execution of local procedures in assigned program areas and facilities for processing requests for security accesses for military, civilian, and contractor personnel. As assigned, initiates and reviews requests for personnel security investigations consistent with directives. Supports special access program manager and higher-graded specialists in developing classification guidance and making personnel security decisions. Properly screens and verifies requests for program access and ensures that all necessary forms and documentation have been completed before processing for access. Analyze each request to determine validity and eligibility for access in accordance with SAP policies.
3. Executes the SAP industrial security program for fighter and bomber aircraft, facilities, and personnel assigned to the Wing. Administers the Industrial Security Program for SAP-related actions in assigned program areas or facilities through the use of DoD, USAF and MAJCOM directives and procedures. Reviews contractor-related security actions for the protection of special access program information and other sensitive information originated or controlled by the DoD and other agencies. Reviews solicitation and contract documents to ensure they include the appropriate security clauses and verbiage. Assists with and recommends input of security requirements for Statements of Work (SOW), Performance Work Statements (PWS) or Statements of Objectives (SOO). May conduct industrial security inspections of integrated contractor work areas for adherence to classified contractual efforts in accordance with the Visitor Group Security Agreement (VGSA) and the National Industrial Security Program Manual (NISPOM). Reviews DD Form 254, DoD Contract Security Classification Specifications for technical accuracy and sufficiency of classification guidance prior to approval. Reviews personnel security clearance investigations and Special Access Program nomination request applications for derogatory information or potentially disqualifying information and makes recommendations for approval/disapproval for program access as appropriate.
4. Executes the SAP physical security program. Implements DoD, USAF, Defense Intelligence Agency (DIA), and MAJCOM policies and directives for the construction, protection, and operation of all advanced programs facilities. Assists with accreditation packages to include fixed facility checklists, facility and alarm diagrams, inspectable space determinations, and other essential physical security documents for approval by approval agencies. Selects and applies risk-management techniques and designs security compensatory measures to mitigate vulnerabilities within assigned security program areas or facilities. Works closely with counterparts from civil engineering, communications, users, and industry to ensure timely and proper accreditation of program vaults. Performs or assists with initial and annual physical security inspections of all SAP vaults. Defines protection requirements for various classified items at home station, deployments and ensures personnel are cognizant of security measures. Participates in installation-level pre-deployment planning. Performs site surveys and writes deployment plans. Ensures compliance with Emanations Security (EMSEC) and Technical Surveillance Countermeasures (TSCM) requirements.

Qualifications
*INDEFINITE APPOINTMENT: THIS POSITION WILL BE FILLED AS AN INDEFINITE APPOINTMENT FOR AN UNSPECIFIED PERIOD OF TIME. THE INCUMBENT MAY BE TERMINATED UPON RECEIVING A 30 DAY NOTICE. SHOULD THIS POSITION BECOME PERMANENT, THE INDIVIDUAL MAY BE CONVERTED TO PERMANENT STATUS WITHOUT FURTHER COMPETITION (AND UPON RECOMMENDATION OF SUPERVISOR AND APPROVING AUTHORITY).
SPECIALIZED EXPERIENCE: 1 year equivalent to at least GS-7 experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements
Knowledge Required By the Position:
The work of this position requires a practical knowledge of commonly applied security principles, concepts, and methodologies that are typical at Level 1-6. At this level employees perform limited independent work using commonly applied security principles in two or more areas of security specialization. Incumbent assist higher graded specialists to ensure compliance with security classification and protection requirements for assigned security program areas and one or more assigned Special Access Program Facilities.

7. As a basis of continued Title 5 Excepted Service employment/appointment to a GS-0560 position, the employee must meet the DoD directed civilian financial management certifications for the Budget Analysis position within two years of initial hire date or promotion appointment date.
8. As a basis of continued Title 5 Excepted Service employment/appointment in the GS-0560 Budget Analysis position, the employee must complete the requisite quantity of CETs every two years to sustain the achieved certification level.
9. The NG Title 5 Excepted Service Budget Analysis employee must complete all required Financial Management Certification continuing education and training hours; and, the employee, along with his or her applicable supervisor, must document and manage the employee's Individual Development Plan.
